The Italian Ministry of Education, Universities and Research ( Italian Ministero dell'Istruzione, dell'Università e della Ricerca , MIUR for short) is one of the ministries of the Italian government . It is based in the Roman district of Trastevere . Under the Prodi II and Conte II cabinets , the ministry was split into the two ministries of Education and Universities and Research. Acting Minister for Education is Lucia Azzolina , Acting Minister for Universities and Research is Gaetano Manfredi .

tasks

The Ministry is responsible for public education in Italy . In addition, it oversees private schools as well as the ( autonomous ) state universities and some other universities . It coordinates and promotes research and supervises state or public research institutions .

The political leadership consists of the minister and two or three state secretaries . Below the political management level, the ministry is divided into three main departments, which are responsible for schools, universities and research as well as supporting tasks. There are also a number of advisory boards and institutes for educational quality. The Ministry has regional administrative directorates in 18 of the 20 Italian regions and school offices in almost all Italian provinces . South Tyrol , Trentino and Aosta Valley have autonomous school authorities. Apart from state vocational schools, vocational training falls within the competence of the individual regions and autonomous provinces.

In the field of research, the Ministry oversees the National Research Council CNR , the Italian Space Agency ASI , the National Institute of Nuclear Physics , the National Institute of Geophysics and Volcanology , the Oceanographic and Geophysical Institute and several other research institutions.

The history of MIUR goes back to the "State Secretariat for Public Education" ( Segretariato di Stato per la Pubblica Istruzione ) of the Kingdom of Sardinia-Piedmont, which was founded on November 30, 1847 . From 1848 this kingdom was at the forefront of the Italian unification movement , into which the old Italian states were incorporated in 1861 and which thus took on the name Kingdom of Italy .

In the course of the revolution of 1848 and the imposition of Karl Albert's constitution ( Statuto Albertino ), the state secretariats were renamed ministries. As such, the Piedmontese Ministry of Education in Turin became Italian in 1861 and extended its territorial jurisdiction to the entire new state. It came to Florence in 1865, then to Rome in 1871 . In 1929 it named Mussolini in Ministero dell'educazione Nazionale to 1944 it got back its original name Ministero della Public Education . In 1974 the Moro government spun off the Ministry of Cultural Property from the Ministry of Education, and in 1988 the latter also became the Ministry of Universities and Research. In the course of a far-reaching reform of the ministerial bureaucracy in 2001, the departments for teaching, universities and research were again merged into one ministry. Under the Prodi II cabinet, it was split up into the two original ministries again in 2006 and the traditional term “public education” was discussed. In 2008 there was another U-turn under the Berlusconi IV cabinet and the two ministries were merged, before it was split again in 2020 under the Conte II cabinet.
