Matern Christoph Cajetan Freiherr Marschall von Bieberstein (born August 3, 1962 in Freiburg im Breisgau ) is a German politician ( CDU ). He is known in public as Matern von Marschall . Since October 2013 he has been a member of the Bundestag for the Freiburg constituency .

Life

Matern von Marschall comes from the Baden line of the noble family Marschall von Bieberstein . He is the great-grandson of Adolf Freiherr Marschall von Bieberstein (1842–1912) and grandson of Wilhelm Freiherr Marschall von Bieberstein (1890–1935). Matern von Marschall, son of the senior government councilor Sven Alexander Marschall von Bieberstein and Maria de las Mercedes born. Countess Wolff-Metternich zur Gracht , was born in Freiburg and grew up in March-Neuershausen , where the family still lives in the castle there today. Since 2003 he has been co-owner of the audio book publisher in Freiburg. In addition to German, Marschall speaks English , French , Spanish , Portuguese and Italian . Marschall is Roman Catholic , married, has two daughters and lives in Neuershausen, a part of the municipality of March .

Political commitment

Von Marschall is chairman of the CDU local chapter March. He is the deputy chairman of the Local Political Association (KPV) of the CDU Breisgau-Hochschwarzwald and heads the energy working group there.

In the general election in 2013 won by Marshal Matern with 34.9 percent of the primary vote for the first time in 15 years a direct mandate in the Bundestag constituency Freiburg for the CDU and moved for the first time in the Bundestag one. In his second candidacy for the 2017 federal election, Matern von Marschall defended the direct mandate for the CDU with a first-time vote of 28.0 percent.

In the 19th electoral term, Matern von Marschall is a full member of the Committee for Economic Cooperation and Development and the Committee for European Union Affairs in the German Bundestag . In the Committee for Economic Cooperation and Development he is the rapporteur of the CDU / CSU parliamentary group for the priorities of conceptual questions of governance, promotion of democracy and administration, general human rights, the fight against corruption and legal and constitutional issues in development cooperation. This area of ​​responsibility also includes cooperation with foundations and non-governmental organizations. In addition, he has regional responsibility for the area “Sub-Saharan Africa West”. For the CDU / CSU parliamentary group , Matern von Marschall acts as deputy chairman of the Working Group on Economic Cooperation and Development.

In the Committee for the Affairs of the European Union, von Marschall is responsible for the topics of development cooperation , relations with the United Nations, the Council of Europe and Mercosur, as well as issues relating to European neighborhood policy. He is also country rapporteur for Greece , Portugal , Russia , Spain , Turkey , Ukraine , Cyprus and the countries of the Commonwealth of Independent States . Von Marschall is also responsible for the African, Caribbean and Pacific states.

Von Marschall is also a member of the sub-committee for civil crisis prevention, conflict management and networked action as well as of the parliamentary advisory council for sustainable development of the German Bundestag.

Since 2018, Matern von Marschall has been a member of the German delegation to the Parliamentary Assembly of the Council of Europe . There he is a full member of the Committee on Social Order, Health and Sustainable Development.

On January 30, 2014, he and four other members of the CDU / CSU parliamentary group voted against the approval of the 1507 genetically modified maize . Matern von Marschall and his fellow MPs Josef Göppel , Hubert Hüppe , Hans-Georg von der Marwitz and Martin Patzelt thus initiated an intra-party discussion that led to a repositioning of the CDU / CSU.

Matern von Marschall has been a member of the Franco-German Parliamentary Assembly since 2019 .
