Non-technical administrative service

In Germany, non-technical administrative service refers to a group of careers for civil servants who require related training . They cover a wide range of tasks. These careers include not only general and internal administration tasks, but also specialized tasks such as B. in the areas of customs , market surveillance, financial service supervision , traffic and aviation security, archive service , administrative informatics ( AVwV to the FSVO ) and social security (if the latter have officials). In the federal government , careers in the non-technical administrative service can be set up in all four career groups ( Section 6 (2 ) FSVO ). There are therefore four career paths:

  • simple non-technical administrative service
  • middle non-technical administrative service
  • superior non-technical administrative service
  • higher non-technical administrative service

The career qualification for a career in the non-technical administrative service is obtained through successful completion of a subject-specific preparatory service (career training) or through recognition. A career qualification for the higher non-technical administrative service is also granted to those who are qualified to hold judicial office ( Section 21 (2 ) FSVO ). For the recognition of the career qualification for the careers of the upper and higher non-technical administrative service, a corresponding subject-specific study of the subject groups law , economics and social sciences according to the university statistics of the Federal Statistical Office is required. Since December 22, 2017, the subjects of librarianship , education and communication , psychology and journalism have been assigned to the non-technical administrative service (previously: linguistic and cultural studies service). The business informatics course has been assigned to the non-technical or technical administrative service since 2017, depending on the focus.

The federal government has set up the following preparatory services for careers in the non-technical administrative service ( Annex 2 FSVO ):

    • Senior service in the Federal Office for the Protection of the Constitution ( ordinance )
    • upscale administrative informatics service of the federal government ( regulation )
    • superior non-technical service in the general and internal administration of the federal government ( ordinance )
    • superior non-technical administrative service in the armed forces administration ( ordinance )
    • superior foreign service ( regulation )
    • upscale banking service of the Deutsche Bundesbank ( regulation )
    • upscale police enforcement service in the federal police ( regulation )
    • upscale federal criminal service ( ordinance )

Transfer of careers in a special field

With the entry into force of the new Federal Career Path Ordinance (FSVO) in 2009, careers with a special subject will expire at the federal level. The equivalents listed below ( Annex 4 FSVO ) of the old careers also illustrate the wide range of tasks of the non-technical administrative service:

    • Service in statutory health insurance , health insurance service
    • Service in the statutory accident insurance
    • Service as social workers, social pedagogues, social pedagogues

Other career types

The number of careers that previously existed at federal level was reduced by the new Federal Careers Ordinance from 2009 from around 125 to a maximum of eight careers per career group (maximum 32).
