He grew up in Schleswig-Holstein , where he spent the years 1952–1958 on the island of Föhr and lived in Lübeck - Travemünde from 1958–1966 . In 1966 he graduated from Carl-Jacob-Burckhardt-Gymnasium in Lübeck.

From 1967 to 1970 he studied at the College of Education in Flensburg the specialist art education at basic - primary and secondary schools . After graduating, he joined the school service of the city of Hamburg in 1970 . At this time Otto Beckmann began a lively exhibition activity with his own works of art at home and abroad. Several trips to Norway followed . In 1975 Otto Beckmann became a member of the Federal Association of Visual Artists (BBK). In 1986 he received a scholarship from the Schleswig-Holstein Ministry of Culture for a six-month study visit to Italy and from 1988–1989 a one-year work grant at the Künstlerhaus Lauenburg an der Elbe . During this time he developed the technical, handcraft and artistic basis for his large-format etchings.

In 1989 Otto Beckmann founded a studio and a printing workshop in Hamburg . The collaboration with Falko Behrendt and Hans-Ruprecht Leiß began in 1992, resulting in joint exhibitions, folders, catalogs and calendars. 1994–1998 he made several trips to Asia ( Vietnam , Thailand , Laos and Burma ) with his wife Barbara Mannitz . From 1997 to 2017 Otto Beckmann was a member of the Danish-German artists' association Grænselandudstillingen (German: Grenzlandausstellung) in Åbenrå , Denmark.
