The square village Penna was mentioned in 1350 as "Penen". Regarding the manorial Penna was one in 1548 on a pro rata of the parish and the Council to Rochlitz. After 1764 to 1856, the place was completely under the authority of the Electoral Saxon or Royal Saxon Office of Rochlitz . Ecclesiastically, the place has always been parish to Seelitz . The offices were dissolved during the administrative reforms carried out in the Kingdom of Saxony in the 19th century . As a result, Penna came under the administration of the Rochlitz Court Office in 1856 and in 1875 under the newly established Rochlitz District Administration .

On July 1, 1950, Stöbnig was incorporated . As a result of the second district reform in the GDR in 1952, the community Penna was incorporated into the Rochlitz district in Chemnitz (renamed Karl-Marx-Stadt district in 1953 ), which was continued as the Saxon district of Rochlitz from 1990 and in 1994 in the newly formed Mittweida and In 2008 in the district of Central Saxony. With the incorporation of Penna to Rochlitz Penna and Stöbnig became districts of Rochlitz on January 1, 1994.
