It turns out that the man shot was part of Blossom's gang.

Sands operates the injured Vladimir. A few hours later, Blossom interrogates this man and then shoots him, which Sands learns much later.

Blossom wages a gang war against the Estonian Mafia, Sands cares for the victims. The FBI is trying to force Sands to work together. But he falls in love with Claire, who is injured in a shootout and then kidnapped by Blossom.

Then there is a showdown on a city motorway. When Blossom gets out of his car to shoot Sands, he is run over.

Reviews

"An inconsistent mixture of the film noir" story told off-screen and a sunny Californian background, the actual mood of which is difficult to pin down. Ultimately, the film has some (entertainment) charms, but main actor David Duchovny - known from the ' The X-Files - series' - seems simply overwhelmed in his role. "
