The campaign was launched on the Internet on March 10, 2010 by opposition activists and several Russian personalities of cultural life.

In the appeal, the then incumbent President Dmitri Medvedev was referred to as the mere governor of Putin (" Simeon Bekbulatowitsch ") and accused of wanting to unconstitutionally obtain a lifelong presidency and to make the emergence of a free society impossible.

At the time of publication, the appeal was signed by 34 public figures of various ideological orientations: the human rights activists Jelena Bonner and Lev Ponomarev , the politicians Vladimir Bukovsky , Garry Kasparov and Boris Nemtsov , the conspiracy theorist Yuri Muchin , the economist Andrei Illarionow , the writers Sachar Prilepin and Viktor Shenderovich , the rock musician Mikhail Borsykin , the political thinker Geidar Jemal and others. Many of them are members of the opposition and organizations such as the National Assembly of the Russian Federation . Many other public figures later signed the appeal.

Opposition politicians Mikhail Kasyanov , Vladimir Ryschkow and Eduard Limonov also supported the campaign, although they did not sign the appeal.

One of the main organizers of the campaign is Garry Kasparov . From March 17, 2010, the United Citizens Front held a vigil in Moscow in support of the campaign. As of May 2010, the leaders of the United Citizens Front held several meetings with supporters in a number of Russian cities. The organizers plan to set up an online network for advocates.

On October 23 and December 12, 2010, rallies for the deposition of Putin were held in central Moscow with around 1,000–2,000 participants.

By February 4, 2011, around 75,000 Russian citizens had signed the appeal, and by November 2016 there were around 151,800.
