The regional constituency of Lower Austria South (constituency 3E) is a regional constituency in Austria that is formed in the case of elections to the National Council for the award of mandates in the first preliminary investigation . The constituency includes the political districts Neunkirchen , Wiener Neustadt-Land and the city of Wiener Neustadt and thus includes the southern industrial district . In the 2017 National Council election , 159,460 people were eligible to vote in the Lower Austria South regional constituency, with the Austrian People's Party (ÖVP) emerging as the strongest party with 32.1%. Of the five basic mandates to be awarded, one mandate each went to the ÖVP, the FPÖ and the SPÖ .

After the end of the state of Austria-Hungary , several electoral districts were created for the area of Lower Austria with the election regulations of 1918 for the election of the constituent national assembly, whereby the area of today's constituency of Lower Austria South essentially corresponded to the southern part of the newly created constituency district under the Vienna Woods . After the electoral code of 1923 was overruled by the Austro-Fascist government in 1934, the original division of constituencies was largely reintroduced after the Second World War with the constitutional law of October 19, 1945. As a result, the constituency Viertel unterm Wienerwald was affected several times by area shifts, until a far-reaching constituency reform was carried out through the National Council electoral code in 1971. The 1971 National Council electoral code reduced the number of constituencies in Austria to just nine. As a result, there was only one constituency for the federal state of Lower Austria, the constituency of Lower Austria (constituency 3). When the National Council electoral code came into force in 1992, the Austrian federal territory was finally divided into 43 regional constituencies and a third investigation procedure was introduced, with the Neunkirchen, Wiener Neustadt-Land and the city of Wiener Neustadt being combined to form the Lower Austria South constituency (constituency 3E). The regional constituency of Lower Austria South was subsequently assigned four seats in 1993, although the recalculation of the distribution of seats in 2002 (based on the results of the 2001 census) did not lead to any changes.
Since the creation of the constituency, the SPÖ has achieved a relative majority in every National Council election. The ÖVP landed in second place in every election, the FPÖ in third.
