The regional constituency of Vienna is a regional constituency in Austria , which is formed in the case of elections to the National Council for the award of mandates in the second preliminary investigation . The constituency includes the federal state of Vienna . In the National Council election in 2008 , 1,158,122 people were eligible to vote in the district of Vienna, whereby the Social Democratic Party of Austria (SPÖ) emerged as the strongest party with 34.8%. Of the 33 basic mandates to be awarded, eleven mandates were for the SPÖ, five for the Austrian People's Party (ÖVP), six for the Freedom Party of Austria (FPÖ), five for The Greens - The Green Alternative (GRÜNE) and one for the Alliance Future Austria (BZÖ). Compared to the 2006 National Council election , this meant that the SPÖ and ÖVP lost two seats each, while the FPÖ won two seats and the BZÖ one seat. The Greens recorded a stable number of mandates.
History of the constituency
After the end of the state of Austria-Hungary , a total of seven electoral districts were created for the area of Vienna with the election regulations of 1918 for the election of the constituent national assembly, whereby Vienna was still part of the federal state of Lower Austria at that time. The seven constituencies of Vienna comprised between three and four districts with a total of around 190,000 to 377,000 inhabitants. In the seven constituencies Vienna Inner East , Vienna Inner West , Vienna North West , Vienna North East , Vienna South East , Vienna South West and Vienna West , 48 mandates were awarded, between five and nine mandates per constituency. In 1921 Vienna finally became its own federal state, but this had no direct influence on the constituency. After the electoral code of 1923 was overruled by the Austro-Fascist government in 1934, the original division of constituencies was largely reintroduced after the Second World War with the constitutional law of October 19, 1945. Smaller territorial shifts occurred after Greater Vienna , created in 1938, was dissolved again, but part of the Vienna surrounding communities were added to the state of Vienna. As a result of the 1958 amendment to the National Council's electoral regulation, the Liesing district finally became part of the Vienna Southwest constituency. In 1971, with the National Council electoral code of 1971, a far-reaching reform of the constituencies was finally carried out, with which the number of constituencies in Austria was reduced to just nine. As a result, there was only one constituency for the federal state of Vienna, the constituency of Vienna (constituency 3). With the entry into force of the National Council electoral code in 1992, the Austrian federal territory was finally divided into 43 regional constituencies and a third preliminary investigation was introduced, whereby the regional constituency of Vienna (constituency 9) was divided into the seven regional constituencies of Vienna Inner-East (9A), Vienna Inner- South (9B), Vienna Inner-West (9C), Vienna North (9D), Vienna North-West (9E), Vienna South (9F) and Vienna South-West (9G). The regional constituency of Vienna was subsequently assigned 34 seats in 1993, whereby the recalculation of the distribution of seats between the federal states in 2002 (based on the results of the 2001 census) meant the loss of one seat. When the distribution of mandates was re-examined in 2013, the number of mandates in the Vienna regional constituency remained unchanged.
Since the creation of the regional electoral district of Vienna, the SPÖ has always achieved a majority of votes, up to and including the National Council election, the SPÖ was even able to achieve an absolute majority of votes and mandates. The SPÖ achieved its best result in 1979 with 60.6%, the worst in the last election in 2008 with only 34.8%. The ÖVP also achieved its best result in 1979 with 34.0%, taking second place from 1971 to 1990. In the six elections that followed, the FPÖ came second four times, and the ÖVP came second twice.
