The regional constituency of Niederösterreich Mitte (constituency 3D) is a regional constituency in Austria that is formed in the case of elections to the National Council for the assignment of mandates in the first preliminary investigation . The constituency includes the political districts of Lilienfeld , Sankt Pölten-Land , Tulln and the city of St. Pölten and thus mainly includes the eastern Mostviertel . In the 2017 National Council election , 238,936 people were eligible to vote in the Lower Austria Central regional constituency, with the Austrian People's Party (ÖVP) emerging as the strongest party with 33.8%. Of the 7 basic mandates to be awarded, two mandates went to the ÖVP and one mandate each to the Social Democratic Party of Austria (SPÖ) and the Freedom Party of Austria (FPÖ).

After the end of the state of Austria-Hungary , several electoral districts were created for the area of Lower Austria with the electoral code of 1918 for the election of the constituent national assembly, whereby the area of today's constituency of Lower Austria Central essentially corresponded to the eastern part of the created constituency of the Upper Vienna Woods . After the electoral code of 1923 was overruled by the Austro-Fascist government in 1934, the original division of constituencies was largely reintroduced after the Second World War with the constitutional law of October 19, 1945. As a result, the constituency of the district of the upper part of the Vienna Woods was affected several times by area transfers, until a far-reaching reform of the constituency took place through the National Council electoral order in 1971. The 1971 National Council electoral code reduced the number of constituencies in Austria to just nine. As a result, there was only one constituency for the federal state of Lower Austria, the constituency of Lower Austria (constituency 3). When the National Council electoral code came into force in 1992, the Austrian federal territory was finally divided into 43 regional constituencies and a third investigation procedure was introduced, whereby the districts of Lilienfeld, Sankt Pölten-Land, Tulln and the city of St. Pölten were combined to form the constituency of Lower Austria Central (constituency 3D) . The regional constituency of Lower Austria Central was subsequently assigned 5 seats in 1993, although the recalculation of the distribution of seats in 2002 (based on the results of the 2001 census) did not lead to any changes.
Since the constituency was created, the SPÖ has achieved a relative majority in every election to the National Council, with one exception. Only in the National Council election on November 24, 2002 and in the National Council election 2017 did the ÖVP succeed in overtaking the SPÖ.
