The regional constituency of Innviertel (constituency 4B) is a regional constituency in Austria that is formed in the case of elections to the National Council for the award of mandates in the first preliminary investigation . The constituency encompasses the political districts Braunau am Inn , Ried im Innkreis and Schärding and corresponds in its scope to the state constituency of Innviertel . In the 2017 National Council election , 167,093 people were eligible to vote in the Innviertel regional constituency, with the Austrian People's Party (ÖVP) emerging as the strongest party with 36.2%. Of the two basic mandates awarded, one each was for the ÖVP and the Freedom Party of Austria (FPÖ).

After the end of the state of Austria-Hungary , six constituencies were created for the area of ​​Upper Austria with the electoral code of 1918 for the election of the constituent national assembly, whereby an electoral district with the name Innviertel was already formed at that time . This constituency (initially constituency 14, from 1923 constituency 13) comprised the area of ​​the judicial districts Braunau , Engelhartszell , Mattighofen , Mauerkirchen , Obernberg am Inn , Raab , Ried im Innkreis , Schärding and Wildshut . After the electoral code of 1923 was overruled by the Austro-Fascist government in 1934, the original division of constituencies was largely reintroduced after the Second World War with the constitutional law of October 19, 1945. The constituency of Innviertel was reintroduced unchanged and remained in existence until 1971, when the National Council electoral order in 1971 finally led to a far-reaching constituency reform for the first time since 1918, which reduced the number of constituencies in Austria to just nine. As a result, there was only one constituency for the federal state of Upper Austria, the constituency of Upper Austria (constituency 4). When the National Council electoral code came into force in 1992, the Austrian federal territory was finally divided into 43 regional constituencies and a third investigation procedure was introduced, with the Braunau, Ried im Innkreis and Schärding districts again being combined to form the Innviertel constituency (constituency 4B). In 1993 the regional constituency was assigned five seats, although the recalculation of the distribution of seats in 2002 (based on the results of the 2001 census) did not lead to any changes.

Since the creation of the constituency, the ÖVP has achieved a relative majority in every election, whereby it achieved its best result and almost an absolute majority in the 2002 National Council election with 49.4%. With the exception of this election, in which the ÖVP won two basic mandates, the ÖVP always achieved one basic mandate in National Council elections. In the 2008 election, however, it fell to its worst who to date with 32.1%. The SPÖ took second place in four out of six elections, and was beaten by the FPÖ in 1994 and 1999. While the SPÖ achieved a basic mandate in every election, the FPÖ did not succeed in the 2002 and 2006 elections. Nevertheless, the FPÖ in the Innviertel always achieved its best election result in Upper Austria. In contrast to the FPÖ, the Innviertel is the worst constituency for the Greens, although they were overtaken by the BZÖ here in 2008 and thus fell back to fifth place.
