The Mostviertel regional constituency (constituency 3C) is a regional constituency in Austria that is formed in the case of elections to the National Council for the assignment of mandates in the first preliminary investigation . The constituency includes the political districts of Amstetten , Melk , Scheibbs and the city of Waidhofen an der Ybbs and thus largely includes the area of ​​the Mostviertel of the same name . In the 2017 National Council election , 194,482 people were eligible to vote in the Mostviertel regional constituency, with the Austrian People's Party (ÖVP) emerging as the strongest party with 38.5%. Of the six basic mandates to be awarded, two were assigned to the ÖVP and each mandate to the Social Democratic Party of Austria (SPÖ) and the Freedom Party of Austria (FPÖ).

After the end of the state of Austria-Hungary , several electoral districts were created for the area of ​​Lower Austria with the electoral code of 1918 for the election of the constituent national assembly, whereby the area of ​​today's electoral district Mostviertel was in the east of the newly created constituency Viertel oberm Wienerwald . After the electoral code of 1923 was overruled by the Austro-Fascist government in 1934, the original division of constituencies was largely reintroduced after the Second World War with the constitutional law of October 19, 1945. As a result, the constituency of Viertel oberm Manhartsberg was repeatedly affected by territorial shifts, until a far-reaching constituency reform was implemented in 1971 through the National Council electoral code. The 1971 National Council electoral code reduced the number of constituencies in Austria to just nine. As a result, there was only one constituency for the federal state of Lower Austria, the constituency of Lower Austria (constituency 3). When the National Council electoral code came into force in 1992, the Austrian federal territory was finally divided into 43 regional constituencies and a third investigation procedure was introduced, with the districts of Amstetten, Melk, Scheibbs and the town of Waidhofen an der Ybbs being combined into the Mostviertel constituency (constituency 3C). The regional constituency Mostviertel was subsequently assigned six seats in 1993, whereby the recalculation of the distribution of seats based on the results of the 2001 census in 2002 did not lead to any changes in the constituency.

Since the creation of the constituency, the ÖVP has achieved a relative majority in every election to the National Council. Once in the National Council election on November 24, 2002 , she even achieved an absolute majority with 53.6%. In the National Council election in 2008, however, the ÖVP fell to its lowest level to date, at 36.8%. The second strongest party since 1994 has always been the SPÖ, which, however, also achieved its worst result to date in the 2008 National Council election with 27.5%. In contrast, the FPÖ was able to gain again in 2008 and achieved its second-best result to date with 17.0%. As a result, the FPÖ was able to defend its third place since 1994. As the fourth strongest party, the Greens - The Green Alternative (GRÜNE) were able to establish themselves from 1994 , but were overtaken by the Alliance Future Austria (BZÖ) in 2008 .
