The Waldviertel regional constituency (constituency 3B) is a regional constituency in Austria that is formed in the case of elections to the National Council for the award of mandates in the first preliminary investigation . The constituency includes the political districts of Gmünd , Horn , Krems-Land , Waidhofen an der Thaya and Zwettl as well as the city of Krems an der Donau, and thus largely includes the area of ​​the Waldviertel of the same name . In the 2017 National Council election , 178,958 people were eligible to vote in the Waldviertel regional constituency, with the Austrian People's Party (ÖVP) emerging as the strongest party with 42.5%. Of the five basic mandates to be awarded, two mandates were for the ÖVP and one each for the Social Democratic Party of Austria (SPÖ) and the Freedom Party of Austria (FPÖ).

After the end of the state of Austria-Hungary , several electoral districts were created for the area of ​​Lower Austria with the electoral code of 1918 for the election of the constituent national assembly, whereby the area of ​​today's Waldviertel constituency essentially corresponded to that of the newly created constituency district Oberm Manhartsberg . After the electoral code of 1923 was overruled by the Austro-Fascist government in 1934, the original division of constituencies was largely reintroduced after the Second World War with the constitutional law of October 19, 1945. As a result, the constituency of Viertel oberm Manhartsberg was repeatedly affected by territorial shifts, until a far-reaching constituency reform was implemented in 1971 through the National Council electoral code. The 1971 National Council electoral code reduced the number of constituencies in Austria to just nine. As a result, there was only one constituency for the federal state of Lower Austria, the constituency of Lower Austria (constituency 3). When the National Council electoral code came into force in 1992, the Austrian federal territory was finally subdivided into 43 regional constituencies and a third investigation procedure was introduced, with the districts of Gmünd, Horn, Krems-Land, Waidhofen an der Thaya and Zwettl as well as the city of Krems making up the constituency of Waldviertel (constituency 3B ) were summarized. The Waldviertel regional constituency was subsequently assigned five seats in 1993, although the recalculation of the distribution of seats based on the results of the 2001 census in 2002 did not lead to any changes in the constituency.

Since the creation of the constituency, the ÖVP has achieved a relative majority in every election to the National Council. Once in the National Council election on November 24, 2002 , she even managed to achieve an absolute majority with 56.9%. The second strongest party since 1994 has always been the SPÖ, which, however, suffered its worst result so far in the 2008 National Council election with 26.4%. In contrast, the FPÖ was able to gain again in 2008 and was able to defend its third place, which it had occupied since 1994. Since 1999, the Greens have established themselves as the fourth strongest party.
