Now - list fungus (proper spelling: NOW - List fungus , acronym: NOW ; official name until December 2018 List Peter Pilz ) is a political party in Austria , which was founded in July 2017 by former Green -Politiker Peter Pilz was initiated . She made it into the National Council with a result of 4.41% in the election in October 2017 . Your MPs there formed the parliamentary club NOW.

The NOW list reappeared in the 2019 National Council election in Austria . She received 1.9% of the vote (provisional final result) and thus did not reach the National Council again. The top candidate was list founder Peter Pilz , followed by party chairwoman Maria Stern , member of the National Council Daniela Holzinger-Vogtenhuber , animal rights activist Martin Balluch and administrative lawyer Susanne Giendl . The three signatures required for the candidacy came from the two NOW MPs Peter Pilz and Daniela Holzinger-Vogtenhuber and the non-attached MP Efgani Dönmez .

history

At the Federal Green Congress in 2017, Pilz failed in a battle vote for the fourth place on the list he wanted for the National Council election; Julian Schmid was elected in his place . Pilz rejected another candidacy for sixth place on the list and resigned from the green parliamentary club . This was followed by the establishment of the list.

A party program of its own is not planned, rather the candidates appearing on the list represent “people who run the programs”.

As the first candidates on his list, Pilz presented the teacher, musician and activist Maria Stern , the lawyer and consumer advocate Peter Kolba , the former SPÖ politician and animal rights activist Sebastian Bohrn Mena , the entrepreneur Stephanie Cox and the lawyer Alfred J. Noll . On July 28, 2017, the change of the two Green MPs Wolfgang Zinggl and Bruno Rossmann and the SPÖ MP Daniela Holzinger-Vogtenhuber to the Pilz list was announced. With their signature, the three made it possible for the list to stand for election to the National Council. On August 4, 2017, Renée Schroeder and Hannes Werthner were two other candidates on the Pilz list who want to get involved in science policy. On August 18, 2017, two further candidates were presented with the care assistant Teresa Roscher for the care sector and the lawyer Alma Zadić for the integration sector. Up to this date, 200,000 euros had been collected, including 98,000 euros from Alfred J. Noll and 20,000 euros from Renée Schroeder. The remaining 82,000 euros came from small donors.

On July 26, 2017, the statutes of the associated political party were deposited with the Federal Ministry of the Interior . The political party has four members including Peter Pilz. Further recordings and activities going beyond formal board meetings are not planned. According to Peter Pilz, “in practice there will be no party formation”. One of the reasons for founding the political party was that a pure electoral party could not get any party funding that was needed to set up a platform for citizen participation . At the same time, Pilz called for a reduction in Austrian political party funding. Pilz financed the election campaign through crowdfunding .

Immediately after allegations of sexual harassment, Peter Pilz announced on November 4, 2017 that he would not accept his mandate from the National Council. After the final decision on November 8th, the next day the environmental activist and project manager Martha Bißmann was sworn in as a successor in the National Council, but on July 19, 2018, after differences with her party, she was unanimously expelled from the Pilz parliamentary club.

In December 2017, List Pilz Club Chairman Peter Kolba announced that he would not stand in the 2018 state elections in Lower Austria , Tyrol , Salzburg and Carinthia . On the other hand, they want to stand in the 2019 European elections and the election for the 21st state parliament in Vienna .

On January 14, 2018, Peter Kolba , club chairman of the Peter Pilz list in the National Council , announced that Peter Pilz would return as a member of the National Council. The time and who will renounce his mandate in favor of Pilz was left open. Pilz's return as a member of the National Council was sharply criticized by some parties such as the SPÖ , the FPÖ and the NEOS . Peter Pilz has "nothing to look for in the House," said NEOS party leader Matthias Strolz . The sexual harassment allegations against women are "not even rudimentarily cleared up", said SPÖ women manager Andrea Brunner .

On April 15, 2018, the club chairman Peter Kolba announced his resignation at the end of April. This date has been corrected by Kolba to May 31, 2018, as no successor has yet been found.

On May 22, 2018, the investigations against the party chairman and list founder of the Pilz List , Peter Pilz , for sexual harassment were closed by the Innsbruck Public Prosecutor's Office due to a lack of evidence and partial statute of limitations.

Campaigning

List mushroom original logo

A special feature of the Pilz list in the 2017 National Council election campaign was that it did not use the controversial poster advertising . The only picture-less election poster with the inscription “1 poster - our only one! / 0 EUR tax money / 0 harassment / Yes, it works! ”Was presented at the beginning of September.

Instead of poster advertising, the Pilz list relied on a presence in various traditional and social media . In addition to media appearances, the Pilz list also promoted direct contact with citizens at public events and in so-called “Pilz talks” on various topics. The topics were discussed with all interested parties on an equal footing.

financing

The party now discloses donations received on its website. The name of the donor is always mentioned from an amount of 1,000 euros. Accordingly, the Pilz list received 1,359 donations totaling 289,644 euros in the year it was founded. The largest donation of 98,365 euros came from Alfred J. Noll ; Renée Schroeder gave 20,000 euros.

In the last quarter of 2017, List Pilz's parliamentary club received € 812,121 in club funding. From 2018 onwards she received party funding and public funds for a party academy in the amount of around 4.8 million euros. After the re-entry into the National Council failed in 2019, the party academy "Educational Association - Open Society" remained 1.4 million euros that do not have to be paid back.

Content-related positions

The party now has no binding program and rejects compulsory club membership as in other parties. However, your representatives take positions on many issues.

Redistribution and tax policy

List founder Pilz literally sees “justice and redistribution of job opportunities and income from top to bottom” as a central political task. In the area of tax policy, he criticizes the fact that “a few who have a lot pay nothing” and, as a result, “the vast majority have to pay much, much more”. Specifically, now representatives such as Bruno Rossmann (candidate for budget, distribution and taxes) support it

  • an inheritance tax with an exemption limit of 500,000 euros,
  • Lowering taxes on labor,
  • Abolition of the maximum contribution basis in health insurance,
  • 35-hour week for a fairer distribution of work as well
  • Property taxes and the fight against tax evasion by large corporations.

Migration and Refugee Policy

The first topic on which the Pilz list presented its own “work program” was refugee policy. The quick positioning in this area came after the Greens had published an internal paper by Peter Pilz from 2016 with the misleading title “ Austria first ”, which had also been used 24 years earlier in a “Foreigners' referendum” of the FPÖ. The Greens obviously wanted to move Peter Pilz further to the right in public perception in order to prevent voters from migrating from the Greens to the Pilz list. However, if you read the Pilz draft to the end, you will see that the “Austria first” in his paper only refers to the fact that Austria should not wait for EU decisions, but rather act “first” together with countries like Germany and Sweden . Following the discussion about the leaked Pilz document from 2016, the concept, which was slightly adapted to the situation in 2017, became the first work program of the Pilz list with the title “Refugee Policy - Yes, it works!”. Central contents are

  • the expansion of legal immigration and escape opportunities to Europe,
  • the subordinate treatment and repatriation of those who try to get into the country with the help of people smugglers when they are not threatened with persecution, and the preferential treatment of those waiting in the UN refugee camps,
  • the improvement of supplies in the UN refugee camps.

On these points, the work program is largely in line with the line of German policy under Angela Merkel and the refugee agreements largely supported by her .

A key difference, however, is the assessment of Turkey under Erdoğan . This is not seen as a possible partner from now on. Jordan and the Kurdish regional government are named as preferred partners.

Foreign policy

The “work program for refugee policy” also indirectly defines the cornerstones of the foreign policy of now. This includes

  • the commitment to human rights, democracy and minorities in countries like Turkey instead of the EU turning away,
  • Arms embargoes on warring countries like Saudi Arabia to avoid arms deliveries to war zones as well
  • within the EU, a reduction in payments to member states that, for example, behave in a lack of solidarity during the refugee crisis, such as Hungary and Slovakia, and a move towards partners such as Germany and Sweden.

Cannabis in medicine, euthanasia, and care

Now advocates both

At the same time, Jetzt, represented by Teresa Roscher, advocates

  • the increase in staff and financial resources in the care sector and
  • Uniform care standards throughout Austria.

other topics

There are jointly presented statements by representatives of the Jetzt party in many other areas, for example on traditional green topics such as animal welfare.

Due to the well-known exponents Peter Pilz and Peter Kolba, the subjects of “parliamentary control” and “consumer protection” form a special focus. A specific requirement in the area of consumer protection is the introduction of an effective class action lawsuit and a collective settlement in the case of mass damage.

Entry into the National Council

In the 2017 National Council election , the Pilz list received 220,088 votes or 4.37% and 8 seats, according to the preliminary results. The voter flow analysis by the SORA institute revealed the following sources of votes, compared to the 2013 National Council election:

  • 67,000 votes from the Greens
  • 32,000 votes from the SPÖ
  • 31,000 votes each from NEOS and non-voters
  • 20,000 votes from other parties
  • 12,000 votes from the FPÖ
  • 10,000 votes from the ÖVP
  • 08,000 votes from the former Stronach and
  • 06,000 from the BZÖ

The mandates were filled with

On November 8, 2017, Peter Kolba was elected as club chairman and Stephanie Cox, Daniela Holzinger-Vogtenhuber and Wolfgang Zinggl as his deputy.

Area spokesman in the National Council
  • Peter Kolba: civil rights
  • Wolfgang Zinggl: Culture
  • Bruno Rossmann: Finances
  • Alfred J. Noll: Justice and Constitution
  • Daniela Holzinger-Vogtenhuber: Family and Social Affairs
  • Alma Zadić: Foreign Policy and the EU
  • Martha Bißmann: Environment

Since moving into the National Council

On November 4, 2017, the founder and namesake of the list announced his waiver of the mandate. In his place, the Styrian environmental activist and project manager Martha Bißmann moved into the National Council.

On April 16, 2018, Peter Kolba announced his resignation as club chairman of the Pilz list, planned for April 30, 2018. On April 27, 2018, his resignation as club chairman of the Pilz list on May 31, 2018 was announced.

On May 30, 2018, the list decided “unanimously” - in the absence of Martha Bißmann - Bruno Rossmann and Wolfgang Zinggl, both long-term Green MPs, as new club chairmen. On June 1st, Rossmann became club chairman and Zinggl became managing chairman. Both stated that in the Pilz list “the future should belong to women”. On June 1, Peter Kolba resigned from his national council mandate. The day before, he had announced via Twitter that he “no longer wanted to have anything to do with this list”.

After Peter Kolba's waiver of his National Council mandate , which he had received through the Lower Austrian provincial list in the National Council election in Austria 2017 , the Lower Austrian list second Maria Stern was now entitled to the mandate. Stern rejected this according to a report in the daily Die Presse on June 6, 2018. Alfred J. Noll (third on the Lower Austrian state list), who is currently on a federal list mandate in the National Council, could now switch to the Lower Austrian state list mandate from Kolba or Stern. As a result, Peter Pilz was able to move back into the National Council on the federal list mandate that Noll made available.

At a press conference on June 7, 2018, it was announced that Maria Stern would not accept her mandate in order to enable Pilz to return to the National Council. She will stand for election as party leader of the LP at a general meeting in August 2018. Peter Pilz said in the course of the press conference that after the events of the last few days and weeks he could not imagine a further collaboration with Martha Bißmann. A corresponding application for the exclusion of Bissmann from the LP parliamentary club has already been submitted, said Pilz. But she was also able to keep her mandate in the National Council afterwards as a “wild deputy”, that is, without a party. On June 9, 2018, Bißmann stated in the Zeit im Bild that she wanted to stay in the Pilz parliamentary club and was holding talks with the other MPs. She also wants to apologize for her behavior - apologies are appropriate from both sides.

On June 10, 2018, club chairman Bruno Rossmann said in the press hour of the ORF that Bißmann had called him and he had spoken to her. Bißmann's exclusion from the LP parliamentary club is not yet fixed. After a club meeting on June 12, 2018, there was talk of a “last chance” for Bißmann. According to the statute of the list, a unanimous vote of all MPs would have been necessary for an exclusion. On June 13, 2018, Bißmann resigned from party membership, but remained in the parliamentary club.

According to the website of the Austrian Parliament , Peter Pilz has been a member of the National Council again since June 8, 2018 and he was officially sworn in on June 11, 2018. When Peter Pilz was sworn in in the National Council, almost all female MPs from all other parties (except Doris Bures, SPÖ and Karin Doppelbauer, NEOS) demonstratively left the plenary hall.

In July 2018, Sebastian Bohrn Mena, who acted as spokesman for animal welfare, was dismissed without notice as an employee of the parliamentary club. The reason given was behavior that was harmful to the club. Sebastian Bohrn Mena had previously publicly criticized Peter Pilz and left the party.

On July 19, 2018, Martha Bißmann was expelled from the parliamentary club on the Pilz list and is therefore a “ wild member of parliament ”. On August 20, 2018, Maria Stern was elected party chairwoman of the Pilz list at a general meeting, and Peter Pilz became deputy party leader.

In September 2018 Kolba returned to List Pilz as civil rights spokesman, but without taking on a mandate.

The Peter Pilz List Party Academy was founded at the end of 2017 and receives grants of 1.12 million euros annually. The academy's board of directors includes Peter Pilz , Reinhard Kreissl , Stephanie Cox (politician) and Renée Schroeder (chairwoman of the party academy). According to the website, the fields of action include the generation of factual knowledge for the present in society, the communication of knowledge and the promotion of self-empowerment.

On November 19, 2018, the Pilz list announced its name change and has been calling its Parliamentary Club NOW since the day after . In addition to the new name, the party leadership announced a new program and the support of Johannes Voggenhuber with a joint electoral list in the 2019 European elections . Since December 3, 2018, the party has been called NOW - List Pilz, or NOW for short .

At the beginning of July 2019 it was announced that the MPs Alfred Noll , Bruno Rossmann , Wolfgang Zinggl and Stephanie Cox will no longer stand for election in the 2019 National Council election , which became necessary after the resignation of the FPÖ government members and the subsequent dismissal of the entire Federal Government Kurz I. . MEP Alma Zadić will run for the Greens . On July 6, 2019, Alma Zadić was elected fifth on the federal list of Greens and has been a non-attached member of the National Council since July 9.

In the 2019 National Council election, the list NOW missed re-entry into the National Council with 1.9% of the vote.

After being expelled from the National Council, Maria Stern and Peter Pilz withdrew. The former Carinthian police officer Rudolph Mang was elected as the new chairman.
