UN Security Council resolution 1711

The Resolution 1711 of the UN Security Council is a resolution that the United Nations Security Council has adopted unanimously at its 5541st meeting, on 29 September, 2006. The subject of the resolution is the extension of the mandate of the Mission de l'Organisation des Nations Unies en République Démocratique du Congo (MONUC) until February 15, 2007, the strength being maintained unchanged.

The Security Council relied on its previous resolutions concerning the Democratic Republic of the Congo, in particular resolutions 1565 , 1592 , 1596 , 1621 , 1628 , 1635 , 1671 and 1693 , as well as its resolutions 1650 , 1669 and 1692 on the situation in Burundi and in the great lakes region of Africa .

The Security Council criticized and condemned the clashes between armed supporters of the two prank candidates in Kinshasa from August 20-22, 2006, the continuation of hostilities between rioters and armed foreign units in the eastern part of the country and the violation of human rights by these and by certain units of the Armed Forces of the Democratic Republic of the Congo ( FARDC ), as well as the ongoing violations of the arms embargo imposed by UN Resolution 1493 and expanded by Resolution 1596 .

On the basis of the 22nd report of the Secretary General of the United Nations on MONUC dated September 22, 2006 (document S / 2006/759), the Security Council decided under Chapter VII of the Charter of the United Nations to extend the mandate until February 15, 2007, including the Maintaining the increased number of soldiers and civilian police forces up to this date. With the Security Council Resolution 1669 the Secretary General was authorized to regroup units of the United Nations Mission in Burundi and to subordinate MONUC. Against the background of the expiry of the ONUB mission, the body only extended this authorization until December 31, 2006. (In this context, the Council decided to ensure by this date that MONUC would also have sufficient strength to fulfill its mandate. )

On February 15, 2007, resolution 1742 (2007) extended MONUC's mandate to April 15.
