Rosalía Arteaga Serrano de Fernández de Córdova (born December 5, 1956 in Cuenca ) is an Ecuadorian lawyer, writer and politician. She was the first female head of state in her country from February 9, 1997 to February 11, 1997 as Vice President exercising the functions of President.

Life

Arteaga was from 1986 to 1988 for the Partido Social Cristiano member of the city council of Cuenca. Then she was active in various cultural-political functions. Under President Sixto Durán Ballén , she was State Secretary for Culture from 1992 and Minister of Education from 1994. She then resigned because of a disagreement with the President over religious education in schools. She then founded her own party, the Movimiento Independiente para una República Auténtica (MIRA), and ran successfully in the 1996 presidential election as a vice-presidential candidate together with presidential candidate Abdalá Bucaram from the Partido Roldosista Ecuatoriano . She then became vice-president under Bucarám. When he was declared incompetent by parliament in 1997, it was not clear who would be his successor. With the help of the Congress, the President of Parliament Fabián Alarcón was able to assert himself against the previous Vice-President Arteaga, who in the meantime served as head of state for two days. In 1998 she ran unsuccessfully in the presidential election and then withdrew from politics. Since then she has mainly worked as a writer and journalist.

From 2004 to 2007 she was General Secretary of the Organization of the Amazonian Countries, OTCA . She receives a lifelong pension of USD 48,690 per year from the Ecuadorian government.
