Rosemarie Seibert

Rosemarie Seibert , b. König, (born July 2, 1931 in Gotha , † October 15, 2012 in Erfurt ) was a German politician ( FDJ , SED ) in the GDR . From 1982 to 1989 she was Lord Mayor of Erfurt.

Life

Rosemarie König (later married Mrs. Seibert) grew up as the daughter of a farm machinist in Gotha and after high school first trained as an industrial clerk. In 1947 she joined the FDJ. From 1950 to 1953 she was employed in the FDJ regional management of Thuringia , first as head of the vacation and hiking department , later as an instructor. From 1953 to 1959 she was second, later first secretary of the FDJ district management Weimar-Stadt . At the same time, she completed a distance learning course to become a lower school teacher. In 1955 Seibert became a member of the SED. In 1957 she studied at the youth college of the FDJ . From 1959 to 1962 she worked as an assistant and then a teacher at the District Party School (BPS) of the SED in Erfurt. Seibert then studied at the SED party college "Karl Marx" and graduated in 1965 with a degree in social science . Then she worked again at the BPS in Erfurt, where she became deputy head of a chair. From 1968 to 1969 she was second secretary of the SED city district leadership Erfurt-Nord, from 1970 to 1982 second secretary of the SED city leadership Erfurt.

On October 20, 1982, Ms. Seibert was elected mayor of Erfurt to succeed Heinz Scheinpflug . This made her the fourth female mayor to hold this office in the GDR at the time. In view of the housing shortage, she was particularly committed to implementing the city's new building program . This was realized in the outskirts of Erfurt, but also with residential slabs and high-rise buildings in the city center. The major changes in the cityscape included the demolition of an old town quarter on Hirschgarten , Neuwerkstrasse and Regierungsstrasse for an oversized "House of Culture", and construction began in 1985/87. The northern old town in the area of ​​" Huttenplatz " was demolished and rebuilt 1985–1988, as well as partial demolitions in the Andreasviertel for a planned continuation of the inner city ring Juri-Gagarin-Ring via Domplatz and Brühl to Karl-Marx-Platz, which can only be reached by the Peaceful revolution was prevented. At the same time, renovation work was carried out in central, listed old town areas, such as the reconstruction of the portal of the former Collegium Maius in 1983, a renovation of the Krämerbrücke for small businesses in the arts and crafts in 1986 and the restoration or demolition and rebuilding of ailing historical buildings such as the Georgenburse 1983, a warehouse for cabaret and Puppenbühne 1986, the house " Zum Sonneborn " as registry office 1986, the student restaurant "Penne" and the house " Zur Windmühle " as a music school in 1988. These buildings were partly part of a protocol route for high-ranking visitors to Erfurt.

During Seibert's term of office, a town partnership between Erfurt and Mainz was established in 1988. However, visits from Erfurt to Mainz on this basis were only possible for the functionaries of the SED, block parties and FDGB.

On May 7, 1989, local elections were also held in Erfurt with obvious falsification of the results.

The partial decline of the old town only came to an end with the turn of the year 1990, as did plans for further demolitions and for the inner city ring. Work on the "House of Culture" ended with the shell (which was later demolished).

Seibert was a loyal part of the GDR system. In doing so, it essentially implemented resolutions by higher-level SED party leaderships . As early as 1987 she faced the discussion with Erfurt citizens about the "main access road in the northern inner city", which they rejected, but with which she identified. During the Peaceful Revolution , Seibert tried several times from October 24, 1989 to start talks with opposition members, but was repeatedly urged to resign with shouts like " Rosi raus " and " Rosi weg " in front of the town hall and on the Domplatz. She was seen as a representative of the system by the demonstrators of the early fall. After her party superior, the 1st secretary of the SED district leadership in Erfurt and member of the SED Central Committee, Gerhard Müller , had secretly left for Berlin , Seibert resigned her position as mayor on November 9th: "In coordination with my mandate holder, the SED , I am resigning from my position as Lord Mayor of the city ". She was officially released on November 27th. Successor was Siegfried Hirschfeld (SED) appointed.

After her resignation, Ms. Seibert lived withdrawn in Erfurt. She remained a member of the SED, PDS and then the Left Party . Ms. Seibert's husband was Hubert Seibert, formerly 1st secretary of the SED district leadership in Erfurt-Land.
