The Sami Council ( North Sami : Sámiráđđi , English : Saami Council ) is an independent non-governmental organization that works together on cultural and political issues affecting the Sami in Finland , Norway , Sweden and Russia . The council is located in the northern Norwegian municipality of Karasjok in the province of Troms og Finnmark . Previously, the seat was in the municipality of Utsjoki in the Finnish part of Lapland and in Helsinki .
Goals and Actions
The overriding goal of the Sami Council is to represent the interests of the Sami as a people, to strengthen the togetherness of the Sami across national borders, to preserve the recognition and treatment of the Sami as a people and to secure their cultural, political, economic and social rights - partly through the legislation in each individual country, partly through agreements between the states concerned and the representative organs of the Sami. Since the end of the 1990s, the Council has also been taking part increasingly in international projects that concern cooperation within the Arctic region, the EU and the UN, and that relate to the indigenous peoples of the Third World.
history
The first international Sami conference was held in Jokkmokk , Sweden, back in 1953 . At this conference a commission was set up to prepare the establishment of a common Sami council to represent the economic and cultural interests of the Sami. Then three years later on August 18, 1956, during the second conference in Karasjok, Norway, the founding of the "Nordic Sami Council" was manifested, which finally held its first meeting in 1957 in Inari, Finland . One result of the work of this council was, for example, the establishment of a uniform North Sami orthography on the initiative of the council in 1979. At the 13th conference in August 1986 in Åre , Sweden , it was decided to introduce the Sami flag . At the 15th Sami Conference in Helsinki in 1992 , Sami from Russia took part for the first time. Therefore, the name of the council was shortened to "seed council".

Member organizations
The council is composed of 15 representatives from nine member organizations, five of which are from Norway, four each from Sweden and Finland and two from Russia. The Sami Conference elects additional members when proposed by the organizations' delegations. A representative is elected for each member. For the period from 2009 to 2012 the sperm council is composed as follows:

The Board of the Seed Council consists of 4 members:

Culture Committee
The Culture Committee consists of five members - one from each Sápmi country and one representative from the Sami Council.
Conferences of the Semen
The highest body of the Seed Council is the Seed Conference, which has been held every four years since 1992. Eighteen delegates from each country will be selected by the nine member organizations for this conference. The conference appoints the Seed Council, which is the executive and decision-making body between the conferences.

Nordic Council
In accordance with § 13 of the Nordic Council's Rules of Procedure , only the Sami Parliamentary Council, which represents the elected Sami representations ( Sameting ) in Finland , Norway and Sweden , has observer status and is involved in the work of the Council on Sami issues included.
Arctic Council
As the umbrella organization of the indigenous people of the Arctic, the Sami Council, representing the Sami of Norway, Sweden and Finland, has a guaranteed right to participate in the Arctic Council as a so-called permanent participant.
