The property - speculator Hamilton Lux is planning to build a luxury resort on the land of local fishermen in the small California town Full Moon Bay. In order to put the inhabitants under pressure and to deprive them of their livelihood, he discharges large amounts of toxic chemicals into the sea. The poisons are supposed to destroy the fishing grounds and force the fishermen to sell their properties. As planned, most of the fish are gradually dying and Lux is able to buy almost all of the properties in Full Moon Bay.
Meanwhile, the pollution of offshore waters is changing the behavior of some marine life, particularly that of sharks , significantly. The predators are unnaturally aggressive and start swarming to go hunting. Soon the first humans fall victim to the animals. Daniel Wilder, one of the fishermen in the village, discovers the strange behavior of the fish and realizes the danger in which the bathing people float on the many beaches in the area. Together with his brother Professor Philip Wilder and the environmental protection officer Amy Zuckerman, he wants to warn people and protect them from the sharks.
Thanks to Professor Bill Girdler, who teaches at the same university as Philip, they manage to drive the sharks away using a microwave pistol developed by the Navy and save many lives. The swarm, to which Hamilton Lux also fell victim, moved away from Full Moon Bay, but the aggressive animals remained alive.
