Svein Ludvigsen (born July 18, 1946 in Hillesøy ) is a Norwegian politician of the conservative party Høyre , 1990/91 as its deputy chairman.

The trained banker headed Tromsø Sparebank from 1982 and merged it into Sparebanken Nord-Norge in 1988 . During this time he was a member of the local parliament of Tromsø between 1971 and 1989 with interruptions . Then Ludvigsen succeeded three times in the Norwegian parliament in Storting , of which he was a member from 1989 to 2001. He was Vice President of the Lagting Chamber of Parliament from 1997 to 2001.

Subsequently, in October 2001, Ludvigsen was appointed Minister for Fisheries to the cabinet of Kjell Magne Bondevik . In June 2004 his ministry was restructured ( Fiskeri- og kystdepartementet ). After he left office on October 17, 2005, he was able to take up the post of Fylkesmanns (district president) in Fylke Troms , to which he had originally been appointed in 2001. In 2014 he retired.

Its high-ranking member of the Masonic Lodge of Tromsø was suspended in November 2018 after the prosecution of Troms and Finnmark charges against Svein Ludvigsen had raised. He is charged with coercing three male, underage asylum seekers into sexual acts as a public official for several years . The arrest by the police had already taken place in January 2018. Ludvigsen denies the allegations. In his statement in court, Ludvigsen admitted sexual contact with the alleged victims, but stated that it was voluntary contact without coercion or threats.
