Westphal describes the founding of new companies as a "decisive driving force" for structural change in Dortmund. With the settlement of new, knowledge-intensive start-ups and the expansion of the branches of local companies, Dortmund should become an important location for innovations. Specifically, this means the establishment of new research institutes and universities as well as the long-term commitment of founders to Dortmund. The aim is to increase the overall city-wide demand for services such as restaurants, hotels and retail through the retention of skilled workers and trade tax revenue at the Dortmund location.
