Max Wemmer, who works as a civil servant at the Munich Social Welfare Office, takes a German flag from the mast at the Bundeswehr area, which he then lights out of anger. The reason for this is that his son, the officer Thorsten Wemmer, fell into a coma after he was seriously injured in an ammunition test on a newly tested weapon system. Wemmer persuades Prohacek and her investigators that something is fishy at the barracks. Within the barracks, banned cluster munitions can be seized by the officials in this country.
