The trust committee (also: committee according to § 10 paragraph 2 BHO ) of the German Bundestag approves the expenditure that is subject to confidentiality .

The legal basis is Section 10a (2) of the Federal Budget Code (BHO). The trust committee decides on the economic plans of the federal intelligence services as part of budget discussions.

Specifically, the tasks of the trust committee essentially consist in adopting the business plans for the three federal intelligence services in the course of the annual budget procedure while maintaining secrecy, and during the current year to monitor how the intelligence services handle the budget funds made available to them.

The individual budget titles of the intelligence services are not listed in the individual plans of the Federal Chancellery (BND), Federal Ministry of the Interior, Building and Home Affairs (BfV) and Federal Ministry of Defense (MAD). In the federal public budget, only the final amounts of these economic plans are listed for the responsible ministries, without any further breakdown.

The trust committee is elected by the Bundestag in accordance with § 2 PKGrG for the duration of the electoral term. The members of the trust committee are obliged to maintain secrecy on all matters of which they have become aware during their work. The chairman of the parliamentary control body , his deputy and an authorized member can take part in the meetings of the trust committee. This also applies to the other members of the parliamentary control body at the meetings to discuss the economic plans of the services and their implementation.

The trust committee is informed by the Federal Audit Office of the result of its audit of the annual accounts as well as the budgetary and economic management of expenditures to be kept secret. The constitutional principle of the budget public is limited in the field of intelligence services.

The trust committee was created in the course of the transfer of the Gehlen organization as a BND to the federal service. It met for the first time on February 22, 1956. Initially, Erwin Schoettle (SPD), Rudolf Vogel (CDU), Martin Blank (FDP), Wilfried Keller ( GB / BHE ) and Heinrich Schild ( DP ) were members.

Other members of the committee included Fritz Baier , Norbert Barthle , Steffen Bockhahn , Bettina Hagedorn and Gisela Piltz .

At the end of May 5, 2020, the previous chairman of the trust committee, Johannes Kahrs, resigned from his Bundestag mandate because the SPD parliamentary group had not proposed him for the office of the German Bundestag's defense commissioner. On May 7, 2020, Bettina Stark-Watzinger was elected to succeed Stefan Ruppert , who resigned his mandate on April 27, 2020. On June 18, 2020, the German Bundestag elected Dennis Rohde as Kahr's successor .
