Dogma and Belgian school dispute

After his elevation to the primate of the bishops of Belgium, Dechamps actively supported the planned infallibility of Pope Pius IX. at the First Vatican Council of 1869/1870.

During his tenure, the first Belgian school dispute began, which continued in the following years, he was an opponent of the non-denominational state schools. These Belgian school disputes prompted Pope Leo XIII. on August 3, 1881 for the publication of the encyclical Licet multa “On Catholics in Belgium”; this teaching letter was addressed directly to the Primate of Belgium.
