Asia

Japan

The Reichstag elections in 1890 were the first elections to the Japanese Reichstag , which, like the Prussian Landtag, consisted of a House of Representatives ( Shūgiin ) and a mansion ( Kizokuin ). The 1st House of Representatives election took place on July 1 , the first partial elections for the mansion among the lower nobility on July 10 and among the top taxpayers in each prefecture in June. The bourgeois parties won an absolute majority in the House of Representatives elections, the pro-government parties less than a third of the seats; even if there were some liberals among the top taxpayers, the manor house consisted mostly of appointed and hereditary members and mostly remained docile to the government. First Chamber of Deputies was Nakajima Nobuyuki ( Constitutional Liberal Party , Kanagawa constituency 5), first President of the manor Count Itō Hirobumi ( Chōshū clique). The 1st Reichstag met on November 29th. Already over the first budget in 1891 there was a conflict between the liberal lower house majority and the government of Yamagata Aritomo (Chōshū), but this could still be resolved through negotiations.
