The Taubertal waterworks is in the right-hand Tauberaue opposite Dittigheim , a district of Tauberbischofsheim in the Main-Tauber district . The waterworks , which was built between 2015 and 2017, will supply around 40,000 people from three cities and three municipalities, as well as industry and commerce in the central Taubertal, with drinking water from 2019 . The capacity is around 2.3 million m³ per year, that is around 6,300 m³ per day. Theoretically, up to 11,300 cubic meters per day are possible. The operator is the water supply association Mittlere Tauber , which is also headquartered there. With an estimated total cost of around 59 million euros for the new construction of the waterworks and the necessary pipelines, it is currently (2018) the largest infrastructure project in the central Taubertal.

In accordance with the 2001 Drinking Water Ordinance, the Water Technology Center in Karlsruhe (TZW), the Water Supply Association for Northeast Württemberg (NOW) and the BAURCONSULT engineering office carried out initial investigations in 2008 and developed concepts for improving the drinking water supply in the central Taubertal . After the results were available and recommended a preferred option, in July 2013 the municipalities involved declared their intention to establish a supply network following this. Then the planning began for a joint waterworks as well as a raw and pure water network.

From 2015 to 2017, the water supply association Mittlere Tauber (WVMT) built the Taubertal waterworks near Dittigheim. The expansion of the raw and pure water network began in 2016. The ground-breaking ceremony for these construction measures took place on February 22, 2016 in the presence of Environment Minister Franz Untersteller ( Alliance 90 / The Greens ).

By 2019, the water from all tapping points, wells and springs in the participating cities and municipalities will be centrally pooled in the new waterworks, processed and then given to the member municipalities as "pure water". The expansion of the raw and pure water network, which began in 2016, was completed by 2019.

At the topping-out ceremony of the waterworks in August 2016, the chairman of the CDU parliamentary group in the state parliament of Baden-Württemberg , Wolfgang Reinhart , commented on its importance for the Main-Tauber district: "Every third citizen in the district will then receive water from Dittigheim". Reinhart mentioned the long history of the common water supply. For the mayor of Tauberbischofsheim and chairman of the association, Wolfgang Vockel , the building is the "expression of joint action" by the participating municipalities. According to Vockel, the aim of the association is “to use one's own regional drinking water resources sustainably and responsibly in order to be able to deliver drinking water in sufficient quantities and with high quality at reasonable prices to the population and the economy”.

Trial operation and step-by-step commissioning

The Taubertal waterworks has been in trial operation since 2018. By the end of 2020, the service provider wants to bring together the raw water from a total of 26 water catchments (22 wells, four springs) in the new waterworks for the public water suppliers of the association, filter it in a technical process and then distribute it as pure water to around 40,000 people in the association's communities. A water softening system that is supposed to soften the calcareous water from the region's wells - from 27 degrees German hardness to around 13 degrees - can only be put into operation when everything else is ready. This is expected to last until 2021.

Waterworks

The location was chosen because of Dittigheim's central location in the supply area and because of the low delivery heights for flushing water, both of which result in energy savings .

Around 12,000 cubic meters of soil were dug for the building, around 1,800 cubic meters of concrete and 300 tons of steel were used, and around 900 meters of DIN 100–500 pipes were laid. It is a reinforced concrete structure with a gabion facade, has a length of 51 meters, a width of 24 meters and a height of 12.5 meters, of which about seven meters above the ground. The green roof has four dormers . There is a staff area with an office, lounge, shower and toilet. Four pump stages and a downpipe take care of the pure water pumping. A sedimentation basin, a transformer station with two times 1000 kVA , an underground parking hall with an emergency generator with 800 kVA and a pneumatic sewage pumping station were built as ancillary structures .

The waterworks is designed to supply around 40,000 residents, for which around 2.3 million cubic meters of drinking water are required each year. That is around 6,300 and a maximum of 11,300 cubic meters per day. Up to 145 liters of pure water must be provided per second . The required amount of raw water - i.e. water that has yet to be cleaned or treated - is 176 liters per second. The raw water supply secured by water law is 227 liters per second, so that there is a safety reserve of 51 liters per second (29 percent). In the Taubertal waterworks, the water is softened from 28 degrees German water hardness to 13 degrees German hardness .

Pipe and pure water network

The association's pipe and pure water network brings the water from 26 tapping points, 22 wells and 4 springs together centrally. A total of 95,550 meters of pipeline will be laid in approximately 53,260 meters of pipe trenches for the project.

Investment volume

The total investment expenditure for the project, i.e. the new construction of the waterworks in Dittigheim and the expansion of the raw and pure water network, amount to around 59 million euros.

criticism

Increased project costs

Due to some incorrect and unrealistic calculations in advance, costs increased by over 40 percent to around 59 million euros by August 2016 . Since the financial subsidies up to then amounted to around 40 million euros and only around 12 to 13 million euros were available for all further water measures throughout Baden-Württemberg in the same year, there was a funding gap. In a study by Baurconsult, on the basis of which the association members decided to set up a joint water supply and not to join the Water Supply Association for Northeast Württemberg (NOW), an estimated investment amount of 42 million euros was given.

Rising water costs

Even when the decision to build the Taubertal waterworks was made, the association members knew that going it alone would be more expensive than joining the large water supply association for Northeast Württemberg (NOW). When the Baurconsult study was available, the association assumed additional costs for the supply of water to association members of around 40 cents per cubic meter . Due to the increased project costs, the increases are around 90 cents according to current estimates, in the worst case 1.26 euros per cubic meter. According to accountants, what the buyers will ultimately have to pay also depends on the additional measures taken by the individual municipalities .
