The first 21/60 had an eight-cylinder in-line engine with a capacity of 2681 cm³, which was created from the six-cylinder engine of the 16/45 by adding two cylinders. In contrast to this engine with an overhead camshaft, the 21/60 had overhead valves that were operated with rocker arms. The luxurious sedans were delivered on chassis with 2896 mm or 3226 wheelbase and reached a top speed of 104 km / h.

As early as 1931, the "small" eight-cylinder was discontinued without a successor. Together with the 32/80 , which was produced almost simultaneously, it was one of only two eight-cylinder models that Wolseley ever produced.
