When the city government discovered that Minnesota had a Red Rock Township , the place was renamed in 1859. It was named after Levi Woodbury , a New Hampshire politician and judge and friend of the city's first chairman. In 1876 a first town hall was built in Woodbury. With an increase in population, the township was converted into a city in the 1960s. Between 1980 and 2000 the population multiplied from around 10,000 to over 46,000.
