The 1996/97 season was the fourth regular staging of the first division , the second Czech ice hockey division . The two first placed HC Becherovka Karlovy Vary and HC Kralupy nad Vltavou qualified for the Extraliga relegation , in which both teams failed. Later, Karlovy Vary managed to rise through the acquisition of the HC Olomouc Extraliga license . The SK Karviná and the HC Baník Sokolov relegated to the 2nd division.

In the main round, each team played against each opponent four times and played a total of 52 games. The two first placed qualified for the Extraliga relegation, the two last placed had to play in the relegation to stay up. For the remaining ten teams, the season ended prematurely. Each team received two points for a win and one point for a draw. No points were awarded for a defeat after normal time.

In the relegation, both 1st division participants lost to their opponents in the best-of-seven series with a sweep and were relegated.
