history
Altoona was promoted to city in 1876. The name is derived from the Latin word altus (height), as the surveyor Julian B. Bausman found that Altoona was the highest point on the Des Moines Valley Railroad between Des Moines and Keokuk .

In the 2000 census, the population was 10,345. These were distributed over 3,850 households in 2,895 families. The population density was 708.2 / km². There were 3,959 buildings, which corresponds to a building density of 215.3 / km².
The population in 2000 was 97.11% white , 0.92% African American , 0.33% American Indian , 0.46% Asian and 1.18% other. 1.20% said they came from at least two of these groups. 1.65% of the population were Hispanics from any of the above groups.
30.6% were under 18 years of age, 8.1% between 18 and 24, 33.3% between 25 and 44, 20.3% between 45 and 64 and 7.7% 65 and older. The average age was 32 years. Statistically, for every 100 women there were 91.4 men, 85.9 among the over 18 year olds.
