After attending elementary school and industrial school in 1933, Duma began training as a machine fitter in a metal construction workshop in Dej and then worked as a fitter for the state railway company CFR ( Căile Ferate Române ) in Ilva Mică and Vatra Dornei and then in the Vulcan factory and then in the Malaxa factory in Bucharest.

On March 5, 1966, Duma became Ambassador Extraordinary and Plenipotentiary to the People's Republic of China and held this top diplomatic post until January 4, 1972.

On August 12, 1969, he also became a member of the Central Committee of the PCR, to which he belonged until the Romanian Revolution on December 22, 1989 . Duma finally became State Secretary in the Ministry of Foreign Affairs on September 1, 1979 and also exercised this function until the fall of Nicolae Ceaușescu's regime on December 22, 1989. He was thus the closest collaborator of the then Foreign Ministers Ștefan Andrei , Ilie Văduva , Ioan Totu and Ion Stoian . Since January 18, 1980, he has also acted as secretary of the executive office of the National Council of the Democratic Socialist United Front FDUS (Frontul Democrației și Unitǎții Socialiste) , which was responsible for drawing up the lists of candidates for the elections to the Grand National Assembly.
