The Community Foundation Rheinviertel is a nonprofit religious foundation with a regional focus on the area of the Catholic parish of St. Andrew and Evergislus in Bonn-Bad Godesberg . The foundation realizes projects under its own sponsorship and supports projects by other Catholic organizations. The aim is to promote youth, educational, social, cultural and elderly work as well as parish life.

history

Starts from 2005 and development

At the beginning of October 2004, the Archdiocese of Cologne announced a reduction in financial subsidies to the parishes as part of the 'Future Today' austerity program. Today's congregation St. Andreas and Evergislus consisted of the two congregations Heilig Kreuz and Evergislus as well as St. Andreas and Herz Jesu, which were combined to form a congregation association. The community association was given the choice of either developing its own sources of finance or dismantling 50 percent of the assembly area (e.g. parish homes), closing eight out of 14 kindergarten groups and reducing the sexton work by almost half.

At the end of November 2004, Pastor Wolfgang Picken took over the leadership of the community association. In order to create permanent security for the community finances, he founded the community foundation Rheinviertel on June 17, 2005 with foundation capital of 50,000 euros. At the time, the Rheinviertel community foundation was considered to be the first ecclesiastical foundation that had the appearance of a community foundation , but was closely tied to the Roman Catholic Church in terms of personnel, organization and content . It was viewed as a national pilot project in the private financing of institutions and activities previously financed by the church, and was praised primarily by Union politicians such as Jürgen Rüttgers , Armin Laschet , Ursula von der Leyen , Ilse Aigner and Hans-Peter Friedrich as an exemplary initiative for civic engagement.

Right from the start, we succeeded in gaining numerous supporters living in the parish area for the foundation's executive board and board of trustees, including the chairmen of Deutsche Telekom René Obermann and Timotheus Höttges , the former Federal Minister Ursula Lehr and the former judge at the Federal Constitutional Court Udo di Fabio , the Co- CEO of Ströer Udo Müller, the entrepreneur Frank Asbeck as well as lawyers and scientists.

On February 17, 2019, Wolfgang Picken was adopted as pastor; he was later appointed honorary chairman of the board of trustees for life. Picken described the development of the foundation in the first 14 years since it was founded as follows: "At first it was a charismatic chip shop, now a flagship for civic engagement in the church."

From the beginning of September 2019 to mid-March 2020, Edward Balagon was the chief pastor of the foundation's board of directors until he was released from his duties at his own request for health reasons. A successor will probably only be able to start work in spring 2021. In the meantime, in addition to his role as head of the Bonn city dean's office , Wolfgang Picken was appointed parish administrator and, as such, chairs the board of the Rheinviertel community foundation.

Expansion into a social enterprise

The activities of the Rheinviertel community foundation were gradually expanded and supported by fundraising and public relations. In the meantime, two donations have been made. In 2013, 50 people were already employed in the projects of the foundation. According to its own information, the Rheinviertel community foundation activated 1,500 to 2,000 volunteers in the first 15 years. The annual costs of the activities amount to around 600,000 euros (as of 2020).

The purpose of the foundation according to the statutes is “the promotion of youth, educational, social, cultural and elderly work in the pastoral area of ​​the parishes (St. Andreas and Evergislus) as well as the parish life of these parishes”. The broad spectrum of these activities is intended to make the Catholic parish of St. Andrew and Evergislus a central platform for encounter, development and care. Under the motto 'The gift to give', the foundation aims to find innovative answers to specific local challenges.

A special focus is on not being limited to the members of the community, but on influencing society. The establishment of a dense social network under the umbrella of the foundation is intended to create a close bond and sustainable willingness to participate. Citizens who are not members of the community should also be won over as contributors and users and thus come into contact with Christian content. This expansive orientation is intended to sustainably enhance the social importance of the parish and make it the spiritual and social center of the Rheinviertel.

Projects

The community foundation Rheinviertel realizes projects under its own sponsorship and supports projects of other Catholic organizations.

Family center / kindergartens / elementary education

At the instigation of the Rheinviertel community foundation, the existence of two kindergartens was secured and a new daycare center was founded. The Rheinviertel community foundation is the sponsor of a total of 3 day-care centers and, in cooperation with the Catholic parish of St. Andreas and Evergislus and the Social Service of Catholic Women, supports three other day-care centers. These six facilities were merged into a family center according to the model propagated by the state of North Rhine-Westphalia . With the family center, the community foundation Rheinviertel offers a meeting place for parents and children. On-site advice is provided for partnership and parenting issues or in social emergencies. The Sonja-Kill inclusive day-care center was converted into a disabled-integrative day-care center in 2013. In addition, the community foundation particularly supports the work with children with a migration background in the rainbow kindergarten.

The "Akademie Bad Godesberg" offers further training and advice in the field of elementary education for employees of day care centers and day care.

Youth work

The youth meeting point Herz-Jesu was opened for the young people in the Rheinviertel with the support of the community foundation. The youth officers financed by the foundation are available to the children and young people as contact persons within the framework of offers from the parish. You participate in the training of altar boys, supervise youth groups, design open offers and run weekend and holiday programs.

Hospice work

In 2007, the Rheinviertel community foundation initiated integrated hospices in two Catholic retirement homes (St. Vinzenzhaus in Godesberg's villa district and CBT residential building Emmaus in Plittersdorf ) , which are aimed at those who are already living in the retirement home and are intended to ensure that the residents also in the last phase of the Stay in their familiar surroundings. Since the integrated hospice is not covered by the regular financing of the care insurance funds, the Rheinviertel community foundation contributes 55,000 euros per year to its financing (as of 2020) and currently employs two Indian nuns who are registered nurses and have advanced training in palliative care . The Carstanjen mausoleum is in the immediate vicinity of the Church of St. Evergislus and has served as a Christian urn grave since mid-2007. The Rheinviertel community foundation rents the mausoleum to the Catholic parish of St. Andreas and Evergislus, which runs the burial site. After the project became known, around 400 interested parties registered within a short time. Eight years later, over 300 people had already been buried and another 1,000 entitlements had been completed. The total capacity is estimated at around 2000 urns. The fees for the burial are based on the cemetery regulations of the city of Bonn and 90% of the work of the Rheinviertel community foundation should benefit.

The Rheinviertel community foundation inherited the then badly damaged facility in 2005 from the estate of the last descendant of the von Carstanjen family as an endowment 'von Carstanjen Foundation'. Volunteering

In 2010 the foundation presented a scientific study on volunteering in the Rheinviertel and hired the first full-time volunteer coordinator nationwide in the community area. Their task is to accompany the volunteer helpers of the community foundation, to point out new engagement opportunities in the interpersonal area and to specifically raise the potential of voluntary engagement and realize it in the neighborhood. She places a focus on the people of the "50+ generation" in the Rheinviertel, who are encouraged to volunteer in the foundation, the community or other Catholic institutions across all denominations.

Foundations of monasteries

The Rheinviertel community foundation supported the establishment of four new monasteries for women in the villa district and in Rüngsdorf , which were housed in former parish buildings. This prevented having to sell the property. Many of the currently 19 women religious from five religious communities work in the community and the projects of the foundation. The sisters, who mainly come from Asia and Africa, support their religious provinces in their home countries financially with part of the remuneration paid to them for their work.

  • In 2005 the St. Hildegard Monastery was founded by the Franciscan Clarist Congregation (FCC, Franciscan Poor Clares), initially with 5 Indian nuns, after the rectory of Hildegard's Church in Rüngsdorf had been rebuilt for this purpose. The monastery is a branch of St. Paul's Province with a provincialate in Palam near New Delhi . The nuns are active in the care of the elderly and hospice accompaniment of the St. Vinzenzhaus as well as in the bilingual education of a kindergarten.

Finances

The Bürgerstiftung Rheinviertel does not publish a financial report with details on income and expenditure and does not meet the criteria of the Transparent Civil Society Initiative by naming individual amounts .

Foundation assets

In the first 15 years since it was founded in 2005, the foundation's assets have increased from EUR 50,000 to EUR 9.2 million. The management board is supported in the administration of the assets by a finance committee to be formed in accordance with the statutes.

Benefit events

The most important source of donations are the benefit events organized by the Rheinviertel community foundation , which are interesting for sponsors through the participation of celebrities and the foundation's active public relations work. At the same time, the community foundation can present itself to the public with the benefit events, make participation in the foundation attractive and offer the possibility of networking among the participants.

As a rule, the Rheinviertel community foundation organizes an expensive evening event once a year. The foundation ball, which has already been held ten times and mostly took place in the Hotel Petersberg , was attended by around 250 guests from business, politics and culture. The revenues could be increased continuously to 60,000 euros. In 2017, the Prime Minister of North Rhine-Westphalia Armin Laschet was won over for a benefit dinner in the Godesburg and 90,000 euros were achieved.

The Green of 18 charity golf cup , which takes place every two years , increased the proceeds from 55,000 euros in 2014 to 117,000 euros in 2016 and 217,000 euros in 2018. In addition to normal private donations, the Rheinviertel community foundation also advertises condolence donations, corporate donations and inheritances. In the church services of the community, collections are also made for the Rheinviertel community foundation.

Close connection to the Roman Catholic Church

With its self-designation as a community foundation and the self-description as an 'initiative by citizens for citizens', the community foundation Rheinviertel gives the impression of being geared towards the entire breadth of the population, which among other things implies religious neutrality. In fact, however, the Rheinviertel Community Foundation is closely tied to the Roman Catholic Church in terms of personnel, organization and content . Some offers are also aimed at members of other religions or non-denominationalists, but their possible institutional influence on the foundation is very limited.

Due to its limited independence, the Rheinviertel Community Foundation does not meet the criteria for the seal of approval for community foundations of the Federal Association of German Foundations . Nikolaus Turner, former head of the “Community Foundations” working group in the Federal Association, criticizes such foundations and explicitly also the Rheinviertel Community Foundation as “free riders of the community foundation movement” who “easily mislead potential founders and donors with their names.” Foundation founder Wolfgang Picken sees in the non-recognition of church community foundations “tendencies towards discrimination against the churches”.

Favored by Catholics

For some offers, Catholics are preferred if the number of registrations exceeds the number of free places. In the kindergartens, which are run by the Rheinviertel community foundation, Catholic children are given preferential treatment - as is usual with Catholic kindergartens.

According to the statutes, the chairman of the foundation board is always the incumbent pastor of the Catholic parish of St. Andrew and Evergislus. He also has the sole right of nomination for the other members of the board who are appointed by the church board. Since the pastor determines the composition of the board of directors and chairs it himself, he has a lasting influence on the foundation's activities. The members of the community still have a certain - albeit small - degree of institutionalized influence on the Rheinviertel community foundation through the election of the church council. Ordinary citizens who are not members of the community have no institutionalized influence on the Rheinviertel community foundation.

Supervision of the Archdiocese of Cologne

As an ecclesiastical foundation, the Rheinviertel Community Foundation is not under state supervision, but under the supervision of the Archbishop of Cologne. Its powers go well beyond those of the state supervision of foundations.
