Beate A. Schücking (born January 14, 1956 in Kassel ) is a German doctor and university lecturer . She has been the rector of Leipzig University since March 1, 2011 .

Career

Schücking comes from a well-known family of scholars. She is the granddaughter of the liberal international lawyer Walther Schücking , who was appointed judge at the Permanent International Court of Justice in The Hague in 1930. After graduating from high school, Schücking studied medicine at Ulm University from 1974 . During her studies she stayed abroad in New York City and Paris and was supported by the German National Academic Foundation. In October 1981 she received her license to practice medicine . Your doctorate as Dr. med. she reached with a thesis on experimental hematology . First jobs as an assistant doctor in Biberach and at the Center for Internal Medicine of the University of Marburg followed. She also completed a degree in philosophy and training as a psychotherapist while working.

In 1989 Schücking was appointed professor of medicine in the social affairs department at the Munich University of Applied Sciences . There she focused on the topics of women's health and social gerontology . In 1995 she changed to the professorship of health and disease studies at the University of Osnabrück . She accompanied some honorary positions in the university self-administration, such as membership in the academic senate and chairing the ethics committee (2004–2009) in Osnabrück. From 2000 she was Dean of the Department of Health Sciences and Psychology, and from 2005 to 2009 she was full-time Vice President for Research and Promotion of Young Talent at the University of Osnabrück.

In electing the successor to Franz Häuser as rector of the University of Leipzig, Schücking was able to prevail on November 16, 2010 against Sabine Kunst from Potsdam . She has been the rector of Leipzig University since March 1, 2011, making her the first woman in this position since the university was founded in 1409. In 2015, the University Council did not propose Schücking to the Senate for re-election, but instead nominated two external candidates, which was widely criticized . A legal opinion commissioned by the expanded senate of the University of Leipzig showed that Schücking had been unlawfully disadvantaged in the election process. After the two candidates withdrew, the position was re-advertised; Schücking's term of office ended on February 29, 2016. She was provisional in office until the new election.

On January 31, 2017, Schücking was re-elected for a second five-year term. She was able to prevail with 44 to 23 votes against Jan Palmowski, professor of modern history at the University of Warwick .

Act

Schücking built up the research focus Maternal & Child Health at the University of Osnabrück , which contributed significantly to the academization of midwifery in his scientific work . Midwifery professors from the newly created courses in Berlin , Bochum , Fulda and Osnabrück as well as nursing professorships in Hamburg and Bielefeld come from this working group. Her international comparative research on obstetrics in various European countries founded the establishment of an international, EU- funded COST network Research for Birth (2010-2014, headed by Soo Downe, UK) and a stay as a visiting scholar at Boston University in Massachusetts, USA (2003/2004).

In Leipzig, Schücking finalized a new basic order for the university (2013), negotiated the university's first target agreements with the Saxon Ministry of Science and Art , initiated a reform of the university administration and, as chairman of the Saxon State Rectors ' Conference, signed the 2014 grant agreement for the Saxon universities Negotiated and signed by 2016. The university development plan submitted by its rectorate and approved by the Senate also forms the basis for implementing the job cuts in the academic field planned by the Saxon state parliament . Schücking and the Saxon State Ministry for Science and Art came under criticism in the course of this. The former chairwoman of the Leipzig University Council, Monika Harms , accused the university management of a lack of willingness to communicate with regard to the job cuts. The rectorate denied any allegations and continued to speak out against the cuts, even at student demonstrations.

With the coalition agreement between the CDU and SPD after the state elections in Saxony in 2014 , the job cuts originally planned for 2020 were withdrawn: The key points of the Saxon university development planning negotiated on this basis in early 2016 in the Saxon university development planning dispense with the cutbacks of 754 announced positions as early as 2017 and concentrate the training of lawyers at the University of Leipzig.

During her tenure, Schücking intensified the cooperation with the non-university research institutes in Leipzig and with the neighboring universities in Halle and Jena, as can be seen from the example of the application for the DFG Research Center for Integrative Biodiversity Research (iDiv). The university improved significantly in the ranking of the German Research Foundation (DFG), and was able to triple the number of its special research areas. Since January 2014, Schücking has initiated the public discourse on welcoming culture, xenophobia, freedom of expression and violence in Leipzig, among other things by setting up public, so-called “Thursday discourses” in the Auditorium Maximum. Nationwide, it is committed to the establishment of national licenses for scientific online journals for a broad public in order to improve the availability of scientific results.

A rejected applicant for a professorship at the University of Leipzig advertised in 2012 brought damages proceedings against Schücking, the university and the Free State of Saxony . After unsuccessful lawsuits at the Leipzig Administrative Court and the Bautzen Higher Administrative Court , the Leipzig Regional Court decided in 2017 in favor of the plaintiff. The Free State of Saxony appealed the judgment. The Dresden Higher Regional Court dismissed the lawsuit against Schücking, the University of Leipzig and the Free State of Saxony in the second instance. Contrary to the regional court's view, the plaintiff had neither provided evidence that a rumor had been spread against him by Schücking, nor that the rumor was the basis of the decision in the appeal proceedings. Another revision was not permitted.
