Bilkay Kadem , née Öney , ([ bɪlˈkaj œˈnɛj ]; born June 23, 1970 in Malatya , Turkey ) is a German SPD politician of Turkish descent. Öney was State Minister for Integration in the green-red Kretschmann I cabinet from 2011 to 2016 . Before that she was a member of the Greens and from September 2006 to May 2011 a member of the Berlin House of Representatives .

education and profession

Bilkay Öney has lived in Berlin since 1973 . She completed a degree in business administration and media consulting at the TU Berlin . Öney then worked as a bank clerk and then switched to the Turkish state television broadcaster TRT . There she worked as an editorial assistant, then as an assistant to the management and as an editor and moderator until she was elected to the Berlin House of Representatives on September 17, 2006. In the meantime she was the press spokeswoman for the Bildungswerk Kreuzberg (BWK).

Party career

Bilkay Öney was a member of the Greens until May 12, 2009 . Öney was elected integration policy spokeswoman for the Greens and was a member of the Interior Committee and the Committee on Integration, Labor and Social Affairs.

On May 15, 2009 Öney resigned from the Bündnis 90 / Die Grünen party and joined the SPD. She justified this with national political considerations and stated that “the Greens are just the do-gooders and not the better people”.

For the election to the Berlin House of Representatives in 2011 , she was to run as the top SPD candidate in the Mitte district on the list before becoming Minister in Baden-Württemberg.

Member of Parliament

Öney made it into the Berlin House of Representatives in September 2006 by taking third place on the green state list of Berlin.

After changing parties in 2009, she was a member of the SPD parliamentary group in the Berlin House of Representatives, where she sat on the Interior Committee, the Legal Committee and the Committee on the Protection of the Constitution .

Public offices

In May 2011 Öney was appointed Minister for Integration in the green-red state government in Baden-Württemberg under Prime Minister Winfried Kretschmann . In 2013, Bilkay Öney received the Clara Zetkin Prize from IG Metall Heidenheim for her work in politics.

In 2015, Bilkay Öney was honored by the Helga and Edzard Reuter Foundation for her "efforts to promote peaceful coexistence between people from different cultures and for her commitment to the integration of immigrants in German society".

After leaving the ministerial office, she had a video column for the Berlin daily newspaper Der Tagesspiegel . In March 2018 she became managing director of the Fairchance Foundation

Private

Öney is Alevi and describes himself as a "rock 'n' roll Muslim". She later explained that she had grown up in a left-liberal “feminist” family of teachers with no religious upbringing: “My parents always believed that religion did more harm than good to mankind”.

On March 8, 2018, Bilkay Öney announced via Twitter that she had married two weeks earlier on February 22 and now has the surname Kadem.

Headscarf ban

Öney advocated a headscarf ban in the public sector. In her capacity as State Minister for Integration, however, she called for a renewed debate on the headscarf ban. “I used to say that the state's neutrality requirement is very important. As the Minister of Integration, I now have to ensure that the Muslim women also integrate. It's a question of weighing up. "

Religious circumcision

In 2012, following a ruling by the Cologne Regional Court , according to which the circumcision of boys for religious reasons is illegal and punishable , Öney demanded legal rules to strengthen religious freedom . The core of the decision was the balance between the religious freedom of parents and a child's right to physical integrity . Dual citizenship

Internal security

In June 2012, Öney was criticized by the Baden-Württemberg opposition politician Bernhard Lasotta for answering a question in an interview and a panel discussion.
