The roots of the Bremer Landesbank (BLB) lay in the Bodencredit-Anstalt of the Duchy of Oldenburg founded in 1883 . In 1906 the bank was renamed Staatliche Kreditanstalt des Duchy of Oldenburg , in 1922 it was shortened to Staatliche Kreditanstalt Oldenburg . In 1938 the institute was merged with the Hansa-Bank - the state bank of Bremen - which had existed since 1928 to form the State Credit Authority Oldenburg-Bremen , at the same time the Bremer Landesbank - Girozentrale was founded. Since then, the branches have existed in Oldenburg and Bremen. After the currency reform in 1948, the Staatliche Kreditanstalt Oldenburg devoted itself to financing housing construction, while the short-term lending business continued to be carried out by Bremer Landesbank . The Bremer Landesbank Kreditanstalt Oldenburg - Girozentrale existed since 1983, when the federal states of Bremen and Lower Saxony signed a state treaty which established the merger of the direct predecessor institutions "Bremer Landesbank - Girozentrale" and "Staatliche Kreditanstalt Oldenburg-Bremen". The separation of long-term and short-term credit business between two institutions no longer seemed appropriate.

June 2016 crisis

At the beginning of June 2016, it became known to the public that Bremer Landesbank had got into serious financial difficulties. Ship loans that were no longer serviced in the wake of the so-called “ ship crisis ” contributed to this. The bank incurred losses of an estimated 400 million euros as a result of high value adjustments that had to be made by the European Central Bank as a result of the stricter European banking supervision . The losses result primarily from loans in the shipping and shipping business. At this point in time, the bank's equity reserves were valued at 1.3 billion euros and 1.9 billion euros, respectively. Since then, the three shareholders of the bank (55% Nord / LB in Hanover, 41% State of Bremen, 4% Sparkassenverband Niedersachsen) have been negotiating the future of the institute, in particular where a “cash injection” should come from to compensate for the losses. In response to the numbers, the rating agency Moody’s lowered its rating of long-term investments at Bremer Landesbank by two notches to Baa3.

Various criticisms have been made, for example by the CDU parliamentary group in the Bremen citizenship , that the Senator for Finance from Bremen, Karoline Linnert (Greens), did not do justice to her supervisory function. Politicians of the Lower Saxony FDP rejected a financial "bank rescue" by the Nord / LB, which is largely owned by the State of Lower Saxony. There should be no “rescue at any price, and certainly not at the expense of taxpayers”. It must also be asked about the responsibility of the supervisory board and about possible misjudgments. On the other hand, Senator for Finance Linnert spoke out sharply against the complete takeover of BLB by Nord / LB.

After a crisis meeting with all those involved on June 10, 2016, it became known that two options for solving the crisis were being discussed. Accordingly, the majority owner Nord / LB could have taken over BLB completely and bought its 41% stake from the state of Bremen, or the state of Bremen could have exchanged its BLB stake for a five to seven percent stake in Nord / LB. Both variants did not involve any direct burden on the public sector. On August 31, 2016, it was announced that a decision had been made in favor of the first variant. Bremen received a total of 262 million euros for the sale of its shares, of which 180 million euros were paid out and BLB stakes worth 82 million euros were transferred to Bremen.

The states of Bremen and Lower Saxony signed a state treaty on Bremer Landesbank in November 2016. With the takeover of the Bremen carrier shares and that of the Lower Saxony Savings Banks and Giro Association, the Norddeutsche Landesbank (Nord / LB) became the sole carrier of BLB. Since then, legal supervision of the bank has been exercised by the Lower Saxony Ministry of Finance, with important decisions in consultation with the Senator for Finance of the Free Hanseatic City of Bremen.

Restructuring in 2016

700 people worked at the Bremen location and 300 at Oldenburg. After purchasing the Bremen shares and the holdings of the Lower Saxony Savings Banks and Giro Association, BLB was a wholly owned subsidiary of Nord / LB. Bremen, however, retained a seat on the supervisory board. Due to a state treaty, the headquarters in Bremen and the branch in Oldenburg were retained.

The parent company of the Bremen branch is located on the northeast side of the cemetery "Our Lady" in the former German National Bank in 1896. The four-storey main building from the period of historicism was built to plans by William Martens (Berlin). It has been a listed building in Bremen since 1973 (see here ). It was demolished in 2013 except for the listed exterior facades.

The new building in 1972 was erected as a five-storey building with a stacked floor at Domshof No. 26/28 according to plans by Gerhard Müller-Menckens . In the building with its red-brown stone facade, the horizontal design, which is unusual at the Domshof, dominated. In 2013 this building was demolished.

The new building in 2016 , a five-storey building with two additional storeys and an inner courtyard, was created according to plans by the London-based architecture firm Caruso St. John Architects . The listed facade of the old building at the Unser-Lieben-Frauen-Kirchhof / corner of Katharinenstraße with its round corner tower was preserved. In December 2017, the building was nominated for the “RIBA International Prize” of the British Royal Institute of British Architects .

Bremer Landesbank saw itself as a universal bank . It acted as a regional commercial bank with supra-regional specialty business while at the same time maintaining its function as Landesbank and Sparkasse central bank.

Northwest Germany was the core of the business area. The sales activities concentrated on the four business areas of corporate customers, private customers, special finance and financial markets. In addition, there was an investment portfolio , the focus of which was on regional and national specialist financial institutions, particularly the Sparkassen-Finanzverbund.

The business area of ​​the Bremer Landesbank extended over north-west Germany. It included the Free Hanseatic City of Bremen, the districts of Ammerland , Aurich , Cloppenburg , Cuxhaven , Diepholz , Friesland , Leer , Oldenburg , Osterholz , Rotenburg (Wümme) , Vechta , Verden , Wesermarsch , Wittmund and the independent cities of Delmenhorst , Emden , Oldenburg and Wilhelmshaven . Bremer Landesbank was represented by a contact office at the international trading center in London . It also maintained representative offices and foreign offices, in part through investments with Nord / LB. Locations for representative offices were Estonia , Finland , Lithuania , Singapore and the People's Republic of China .

Social Commitment

The bank first launched the NordWest Award in 2005, a regional sponsorship award. People, companies or organizations that made an outstanding contribution to the development and identification of the Northwest Region could apply for this award. In addition, Bremer Landesbank acted as a promoter of art and culture in the region.

Proceedings before the Federal Constitutional Court

On December 18, 2012, the Federal Constitutional Court decided in a specific legal review procedure that a statutory provision of the State of Lower Saxony, which privileged Bremer Landesbank in foreclosure , violated the principle of equality in Article 3 of the Basic Law .
