The dachas -Kooperative "Ozero" ( Russian Озеро , German  lake , full name: Russian дачный потребительский кооператив «Озеро» ) is with Vladimir Putin's inner circle affiliated union, but now goes far beyond the sharing of a leisure complex. After almost all members have had extraordinary careers, these now generously developed properties are rarely used by the owners, especially since the center of life of many members has shifted to Moscow.

The nearest railway station ( Murmanbahn ) with a connection to Saint Petersburg is 5.5 km away, with a connection to the A121 Sortavala highway right next to it . Road, connection, train and bus stop are in exceptional condition for Russia. The military airfield Gromowo ( Russian Гро́мово ) operated until 2002 is 7.5 km (road) away and is occasionally used by private planes. On the pier on the bank is a helipad .

history

The dacha cooperative "Osero" was founded on November 10, 1996 by Vladimir Smirnov (initiator and director), Vladimir Putin , Vladimir Jakunin , Andrei Fursenko , Sergei Fursenko , Yuri Kovalchuk , Viktor Myachin and Nikolai Shamalov .

The cooperative built its dachas west of the settlement Solovyovka ( Russian Соловьёвка ), Priosersky Rajon in Leningrad Oblast . The demarcated area is located on the southeast bank of Lake Komsomol on the Karelian Isthmus , almost 100 km NNW of Saint Petersburg , Russia, as the crow flies .

Vladimir Putin returned from his KGB post in Dresden ( GDR ) at the beginning of 1990, before the official establishment of the Osero cooperative, joined the cooperation and purchased a plot of land directly on the banks of Lake Komsomol. Several of his friends and colleagues already had or bought land in the immediate vicinity and built dachas. In the beginning, people helped each other with the construction of the then relatively modest leisure accommodation. Putin's dacha burned down in 1996 and was rebuilt in the same year. The aim was to create a gated community that soon went beyond common leisure activities. This community opened a bank account that allows all account holders to make payments in accordance with the Russian Cooperative Law.

By 2012, almost all members of the Osero cooperative had held astonishing top positions in Russia's government and economy and were exceptionally successful financially. After Putin assumed the presidency, almost all the other members made remarkable careers as well.

The company Rif-Security was responsible for guarding the facility. The company was the alleged boss of the Russian mafia assigned Tambov gang (also called Vladimir coumarin; Vladimir Barsukov Russian Владимир Сергеевич Барсуков (Кумарин) ) and Vladimir Smirnov and Valery Ledowskich ( Russian Валерий Ледовских ) controlled. The current boss of the gang, Gennady Petrov, is considered a friend and confidante of Putin. Putin still has his dacha guarded by a company that is now assigned to Mafia boss Petrov.

Political Impact

Some observers suggest that the roots of Putin's power may lie in the camaraderie of «Osero». "Osero" gained enormous weight in restoring the political, social and economic importance of the Saint Petersburg residents over the Muscovites in Russian society.

The «Osero» cooperative maintains a bank account at the Leningrad Oblast Bank. The financial transactions of the «Osero» are not known. According to the law, each member can deposit and withdraw money for their own use. Karen Dawisha , director of the Havighurst Center for Russian and Post-Soviet Studies at the University of Miami, concluded that "in Russia, a cooperation agreement is another way for Putin not to receive money directly and still enjoy the riches of the co-owners " . This explains why Putin appears as a modest public servant and claims to have no riches. Nevertheless, he has access to any luxury that is supposedly state-owned or that friends have made available to him. In other countries, however, this is already a criminal offense as illegal taking advantage .

Putin. Corruption ”( Russian Путин. Коррупция ), an independent report by the opposition Party of People's Freedom ( Russian Партия народной свободы, ПАРНАС ), deals with the alleged corruption in Vladimir Putin's inner circle and contains a chapter on“ Osero ”.

In particular, Vladimir Putin's activities are reported in OCCRP reports with new revelations. "Osero" is often mentioned. In 2014 Putin was voted “Person of the Year” by the OCCRP. He was also shortlisted in 2012 and 2019.

  1. Freely interpreted as an allotment garden cooperative on the lake , since this leisure settlement (in the manner of a housing cooperative ) is located on Lake Komsomol. Typically, such properties are much larger in Russia, as they are usually larger due to the domestic need for home-grown fruit and vegetables. The buildings are often habitable in the season or all year round. In this case, other interests presumably dominated.
