Germany and Montenegro are members of the Council of Europe and the Organization for Security and Cooperation in Europe . Germany is a member, Montenegro is a candidate for accession to the European Union . In its bilateral cooperation, Germany supports democratic reforms in Montenegro in various projects to bring the country closer to the EU .

Germany also runs various development programs in Montenegro. The focus is on promoting public infrastructure, especially in the energy sector, drinking water supply and wastewater disposal, tourism development and economic and employment promotion, especially for small and medium-sized companies.

On June 14, 2006, the Federal Cabinet voted to establish diplomatic relations with Montenegro. Thomas Schmitt was the first German ambassador to Montenegro from 2006 to 2008.

Germany operates an embassy in Podgorica . Montenegro has an embassy in Berlin and a consulate general in Frankfurt am Main .
