Emil Remigius Frey

Emil Remigius Frey (born October 9, 1803 in Basel ; † February 17, 1889 in Arlesheim ) was a Swiss politician , judge and pioneer of direct democracy in the canton of Basel-Landschaft .

Frey attended high school in Basel and studied law in Basel, Heidelberg , Göttingen and Paris . In Göttingen he joined the Corps Helvetia. He received his doctorate in 1825. From 1826 to 1831 he was a private lecturer at the University of Basel .

During the turmoil of separation in Basel , Frey sided with the rural workers and in 1831 was a member of the provisional Basel government. Therefore he moved to Münchenstein , which gave him honorary citizenship in 1832 . In the same year, as Vice President of the first Constitutional Council, he helped found the canton of Basel-Landschaft . He made a name for himself as an opponent of Stephan Gutzwiller and for decades was at the center of the direct democratic grouping that was later referred to as the movement party.

From 1835 Frey edited the opposition " Baselbieter Volksblatt ". Until 1863 he was a member of all constitutional councils and between 1832 and 1835, 1841 and 1854 and 1857 and 1862 he was a member and several times President of the Higher Court .

In the years 1833, 1836, 1838, as well as between 1842 and 1846 and in 1848, Frey represented the rural canton in the Diet . After the Sonderbund War , the Swiss Confederation sent him to Valais as a representative in 1847 and 1848 .

In 1848 Frey ran successfully in the first parliamentary elections and sat in the National Council until 1851 . From 1854 to 1857 he was a member of the cantonal government and from 1864 to 1867 he was a member of the Council of States . Frey was instrumental in the success of Christoph Rolles democratic movement in 1862/1863. From 1862 to 1868 Frey belonged to the district administrator and from 1864 to 1888 to the board of directors of the Basellandschaftliche Kantonalbank , of which he was president from 1878 to 1881. In old age he was active as a journalist, among other things for the "Critical Journal for Jurisprudence" and for the "Legal Friend".
