The University of Public Administration (HöV) and the Central Administrative School of Rhineland-Palatinate (ZVS) are training institutions in the portfolio of the Ministry of the Interior and for Sport in Rhineland-Palatinate . Until January 31, 2015, it was divided into the departments Administration in Mayen (in the former premises of the dissolved Mayen District Administration) and Police at Frankfurt-Hahn Airport .
The HöV trains the future civil servants of the third entry office in the administrative service of the administration and finance career (formerly: upper non-technical service) in a vocational, three-year course. The training can also be completed in an employment relationship. Postgraduate courses are offered for various areas such as administrative informatics or Doppik (formerly cameralistics).
At the HöV, the academic degrees “Diplom-Verwaltungswirt ( FH )” and “ Diplom-Verwaltungsbetriebswirt (FH)” could initially be acquired. In 2009 the training was changed so that from 2012 the graduates no longer acquire the title “Diplom-Verwaltungswirt (FH)” but “ Bachelor of Arts ”.
The HöV offers the courses in administration with a focus on general administration, administrative informatics, road and traffic law as well as pension insurance and administrative business administration with a focus on general administrative business administration and administrative informatics.
This dual study concept is characterized by the combination of a degree at university level with practical training, 21 months of which are at the University of Public Administration in Mayen and 15 months of practical training in administration.
Anyone who can prove that they have a technical college entrance qualification or a school education that entitles them to study at a university, who has German citizenship or the citizenship of a member state of the European Union and who meets the legal requirements for being appointed to civil servant status can be employed in the preparatory service.
The training authorities are the Supervision and Service Directorate , the Structure and Approval Directorate North , the Structure and Approval Directorate South , the Police Headquarters, the universities, the State Office for Youth, Social Affairs and Supply, the State Office for Mobility Rhineland-Palatinate , and the German Pension Insurance Rhineland-Palatinate as well as the administrations of the districts, the independent and large cities belonging to the district, the association communities and the association-free communities in Rhineland-Palatinate.
On February 1, 2015, the name of the University of Applied Sciences for Public Administration was changed to its current name. At the same time, the police department was outsourced and an independent university, the Rhineland-Palatinate Police University , was founded.
