32 teams of the first group phase occurred in eight groups (A-H) of four teams in a round robin ( English Round Robin ) with return game against each other. The two best teams in each group qualified for the second group stage.
In the second group phase, another round-trip tournament with a round trip was played in four groups with four teams each.
