Far Cry 6 had been in production for four years at the time of the July 2020 announcement, with Ubisoft Toronto being the main studio for the game. Narrative director Navid Khavari said they had started researching past revolutions . They came across the idea of ​​the modern guerrilla revolution such as the Cuban revolution , which gave them numerous ideas on how to drive the player character into the fight against a repressive government . This also brought back the need to give voice to the player character Dani Rojas, compared to the recent Far Cry games where the protagonist was silent. Khavari said, "It was important for us to ensure that the protagonist had a personal investment in this revolution." Using Cuba as an influence also established and lent a return to a tropical setting, a feature of the earlier Far Cry Games the area had a "timeless" look due to economic blockades that had been imposed on the island, with which old vehicles were mixed with modern weapons. Khavari spent a month in Cuba and spoke to the residents there to develop the setting.

In early July 2020, news of a new Far Cry game was suspected when actor Giancarlo Esposito mentioned that he had recently participated in a "giant video game" that included voice recording and motion capture . Shortly thereafter, rumors of Leaks of Far Cry 6's existence surfaced, including screenshots showing a character resembling Esposito. Ubisoft confirmed the existence of the game a few days before it was fully announced through social media and fully revealed the game in the Ubisoft Forward Online event on July 12, 2020.

Anthony Gonzalez speaks alongside Esposito and is used as a character model for Diego via motion capture. Esposito and Gonzalez had done the motion capture and voice recordings for the game's trailer before the game's narration was recorded as it gave the developers the time to create the game's character models themselves. Pedro Bromfman composed the music for the game. Khavari said they had provided Esposito with background material to help him prepare to record the game, and during those sessions he found that Esposito “had already done so much research based on the material we sent him had hired.
