François Lonseny case

François Lonseny Fall (* 1949 in Kankan ) was Prime Minister of Guinea for a short time in 2004 and was his country's Foreign Minister from 2002 to 2004 and 2012 to 2016. Since November 2016 he was acting director and since February 2017 UN Special Representative and Head of the Regional Offices United Nations for Central Africa UNOCA (United Nations Regional Office for Central Africa) .

Life

Fall belongs to the Malinke family and comes from Kankan in the east of the country. His father's family came from Senegal . In 1976 he graduated from Conakry University with a law degree and was an assistant professor in the Faculty of Law from 1977 to 1979 . He then embarked on a diplomatic career and was from 1982 to 1990 at the diplomatic missions of Guinea in Paris , New York , Lagos and Cairo . In 1996 he became Director of the Foreign Ministry and since 2000 Ambassador to the United Nations .

Since June 10, 2002 he was Foreign Minister of Guinea in the government of Lamine Sidimé . During his tenure, he represented his country on the UN Security Council , of which Guinea was a non-permanent member in 2002 and 2003, during the debates leading up to the Iraq war . In March 2003, when the war began, he was President of the World Security Council.

After Sidimé's resignation on February 23, 2004, he was appointed successor as Prime Minister by President Lansana Conté, who has been in office since 1984 . Mamady Condé then took over the post of Foreign Minister , while Kiridi Bangoura became Minister of the Interior. On April 30, 2004, he resigned, unexpectedly went into exile with his family and accused the president of preventing him from reorganizing the economy. He also felt personally threatened. His post was initially vacant; it was not until December 10, 2004 that the previous Minister for Agriculture and Fisheries, Cellou Dalein Diallo, was appointed as the new head of government.

UN Secretary General Kofi Annan appointed him to be his special envoy for Somalia in March 2005 . In this capacity he was responsible for the Political Office for Somalia (UNPOS) in Nairobi . In the months that followed, his job was to mediate between the Somali transitional government and the various parties to the civil war.

After a cabinet reshuffle, he became foreign minister again on October 5, 2012 in the now democratized Guinea, while Mouramani Cissé became security minister . After Prime Minister Mohamed Saïd Fofana initially resigned on October 15, 2014, he was reappointed Prime Minister on October 18 by President Alpha Condé . Fofana presented his new government on January 20, 2014, with Mohamed Diaré as the new finance minister, while François Lonseny case remained foreign minister and Madifing Diané remained security minister . In January 2016 sparked Makale Camara him as foreign minister.

Fall was then Deputy Chairman of the Commission for the Monitoring and Evaluation of the Peace Agreement for South Sudan between January and October 2016 .
