Japan gubernatorial elections 2020

In Japan there will be elections for at least six governors in 2020 : in the prefectures (to / ken) Kumamoto , Tokyo , Kagoshima , Toyama , Okayama and Tochigi . Further elections can be triggered by resignations, deaths, votes of no confidence or recalls.

March 22: Kumamoto

In the gubernatorial election in Kumamoto, incumbent Ikuo Kabashima clearly prevailed for a fourth term. The only opposing candidate was Seishi Kōyama, who was already a candidate for governor in 2016 and mayor of Kumamoto-shi from 2002–2014 .

July 5: Tokyo

The gubernatorial election in Tokyo, overshadowed by the global coronavirus pandemic and the resulting postponement of the Olympic Games , took place on July 5, so the legal election campaign began on June 18. At the same time, there were four by-elections to the Tokyo Prefectural Parliament (campaign start: June 26): in the constituencies Ōta-ku , Kita-ku , Hino-shi and Kita-Tama # 3. For the first time since the 2011 election , the gubernatorial election took place after a full term.

The LDP made public in May 2020 that it was discussing the possibility of supporting the re-election of Yuriko Koike ( Tomin First ) this time , but did not give its supporters a formal election recommendation. Koike only officially announced on June 12, 2020 that she was running again. She wanted to lead her election campaign expressly impartially and keep her distance from parties. Among the candidates declared up to then were Kenji Utsununomiya , former president of the Japanese Bar Association and already left-wing candidate in the 2012 and 2014 gubernatorial elections with the support of various parties, Taisuke Ono, former lieutenant governor of Kumamoto with support from the Nippon Ishin no Kai , Takashi Tachibana , former National MP in the Sangiin and party chairman of the NHK kara Kokumin o Mamoru Tō , and the right-wing activist Makoto Sakurai. On June 15, Tarō Yamamoto formally declared his candidacy, a former MP in the Sangiin and chairman of the left-wing Reiwa Shinsengumi ; His campaign promises included canceling the Olympic Games and providing 100,000 yen for each prefectural citizen to alleviate the pandemic-induced economic crisis . On June 17 debated five important / of represented in the national parliament parties supported candidates (Koike, Utsunomiya, Ono, Yamamoto, Tachibana) in a common webcam conference at the Japanese reporter Club ( 日本記者クラブ Nihon Kisha Club , English JNPC ).

At the start of the election there were 22 registered candidates, a new record. The following took part (apart from the first five candidates in the order of the entry list):

  • Takashi Tachibana , 52, Horiemon shintō ( NKoku ; the ホ リ エ モ ン 新 党 Horiemon shintō is a "political association" Tachibanas, which was reported to the Tokyo Prefectural Election Commission in May ), party chairman, former national representative, former NHK employee
  • Hiroko Nanami, 35, Kōfuku-jitsugen-tō , party official
  • Makoto Sakurai, 48, Nippon-daiichi-tō ( 日本 第一 党 , "Japan-first-party"), party chairman
  • Hiroshi Komiyama, 46, Independent (Smile-tō), former care worker
  • Hideyuki Takemoto, 64, Independent, former Asahi Shimbun employee
  • Makoto Nishimoto, 33, SuperCrazy-kun ( ス ー パ ー ク レ イ ジ ー 君 ), party chairman, singer
  • Yasuhiro Sekiguchi, 68, independent, president of a building utilities company
  • Seiichi Oshikoshi, 61, independent, chairman of an NPO
  • Osamu Hattori, 46, Horiemon shintō (NKoku), musician
  • Ken'ichirō Saitō, 39, Horiemon shintō (NKoku), secretary to an entrepreneur
  • Teruki Gotō, 37, transhumanist-tō ( ト ラ ン ス ヒ ュ ー マ ニ ス ト 党 ), party chairman

  • Hiroshi Ichikawa, 58, Shomin to dōbutsu no kai ( 庶民 と 動物 の 会 , ~ "Association of Common People and Animals"), party chairman, event producer
  • Hitoshi Ishii, 55, independent, freelance journalist
  • Yasuhiro Nagasawa, 34, independent, pharmacist
  • Kazue Ushio, 33, independent, former employee of a manufacturing company
  • Masayuki Hiratsuka, 38, Kokumin-shuken-tō ( 国 民主 権 党 , "People's Sovereignty Party"), party chairman
  • Hisao Naitō, 63, Independent, former member of the Self-Defense Forces

Koike won with an absolute majority. The best placed challenger was Kenji Utsunomiya with almost 14% of the votes, followed by Tarō Yamamoto and Taisuke Ono.

The turnout fell to 55%. According to community, it was highest in the village of Toshima with over 81%, and lowest in the city of Fussa with under 48%; in Tokyo's 23 districts (until the Second World War, the city of Tokyo) it was a total of 54.9%, in the independent cities of Tokyo it was 55.2%, in the district of West-Tama ( Nishitama-gun ) it was 52.6% and in the Island communities / sub-prefectures of Tokyo at 64.2%.

July 12th: Kagoshima

In Kagoshima the gubernatorial election took place on July 12th, the official announcement was made on June 25th. The LDP had already decided in April 2020 to support the re-election of Satoshi Mitazono despite opposition from the LDP Kagoshima. Mitazono was elected in 2016 as the opposition candidate against the incumbent Yūichirō Itō , who was supported by the LDP . At that time, Mitazono had based his election campaign on the prevention or withdrawal of the restart of the Sendai nuclear power plant ; but as governor he changed his position and gave up his fundamental resistance. In 2020, five opposition parties / factions jointly decided not to explicitly support any candidate.

With seven candidates, there was a record number of applicants in Kagoshima. Candidates (in the order of the registration list):

  • Nobuhiro Takeda, 66, Independent, former high school teacher
  • Fumiko Yokoyama, 73, Independent (KPJ), doctor
  • Ryūko Aoki, 57, independent, former presenter at Kagoshima TV
  • Satoshi Mitazono, 62, Independent (LDP, Kōmeitō), governor since 2016, former commentator at TV Asahi
  • Yūichirō Itō, 72, independent (KDP Kagoshima), Governor from 2004 to 2016, former Undersecretary of State ( 審議 官 shingikan ) in Sōmushō
  • Kōichi Shiota, 54, independent, former Kyūshū regional department head at METI
  • Hiroyuki Arikawa, 61, independent, former associate professor ( 特任 助教 tokunin jokyō ) at the University of Kagoshima

Record rains occurred in Kyūshū and other parts of Japan in the week before the election, causing floods and landslides in northern Kagoshima, among other places. The turnout fell to just under 50%. It was lowest by municipality in the cities of Kanoya and Kagoshima with less than 45%, and highest in the village of Toshima with over 82%. Shiota, who campaigned heavily to support SMEs in the pandemic-related economic crisis, won, including through strong support in the cities of Kagoshima, Satsuma-Sendai and Ichiki-Kushikino; Mitazono triumphed in many of the more rural Kagoshima communities; Ito was only ahead in his hometown of Izumi and in Akune, Mishima and Kawashima.

October 25

In Toyama and Okayama, the governors' terms expire in November. Both elections are scheduled for October 25th, so the official announcement will be on October 8th.

Toyama

Takakazu Ishii's fourth term ends on November 8th. Hachirō Nitta, entrepreneur and trade association official, announced a planned opposing candidacy at the end of 2019. The Toyama LDP decided in June 2020 to support Ishii's re-election; but some LDP politicians in Toyama supported Nitta.

Okayama

In Okayama, Ryūta Ibaragi's second term expires on November 11th. He is expected to run for a third.

November 15th: Tochigi

In Tochigi the gubernatorial election is scheduled for November 15, the announcement will be made on October 29. Governor Tomikazu Fukuda's fourth term ends on December 8th.
