Berg Abhau: Planned location for upper reservoir (Hornberg basin II)

The planned Atdorf pumped storage power plant in the Hotzenwald was a project by Laufenburger Schluchseewerk AG. The plans were published in late September 2008. It should serve to compensate for temporal fluctuations in power generation and power consumption by storing it in the form of potential energy . If completed on schedule in 2019 or 2021, it would have been the largest in Europe with a maximum output of 1.4  GW . The two new basins to be built with a height difference of 600 m should have a volume of 9 million cubic meters, which corresponds to a work capacity of approx. 13  GWh . The power plant was to be housed in a cavern vertically below the upper basin.

In April 2014, RWE AG, which has a 50% stake in Schluchseewerke AG, announced that it would withdraw from the planning and financing of the project. The EnBW , which together with its subsidiaries energy services holding company holds and energy services AG the remaining 50% stake in Schluchseewerk AG, sought initially on a building permit and was responsible for planning and further funding alone. On October 11, 2017, EnBW announced that it would no longer pursue the project.

Upper basin

At Herrischried- Atdorf , about 500 m south of the previous Hornberg basin ("Hornberg basin I"), Hornberg basin II was to be built as the upper basin of the new facility. The originally planned usable volume of 10 million m³ was reduced to 9 million m³ after adjustments to the topography and the neighboring FFH areas.

The water was to be fed through a 700-meter-long vertical pressure shaft with a 7-meter diameter to the underground power plant with an output of approx. 1400 MW, which is located at the lowest point of the system. The water should then reach the lower basin via a horizontal, 8.1 km long tunnel with a diameter of 9.5 m.

Lower basin

The hazel basin near Bad Säckingen was to serve as the lower basin . The Haselbachtal, located between the weir district of Brennet and the mountain lake , was to be closed off to the west with a large dam made of rolled concrete ; two more dams would have been necessary to the east and south-west. This would have created the hazel basin , also with a net volume of 9 million m³. The dam, with a length of 520 m and a visible height of up to 76 m, had to be founded approx. 40 m deep. It would have become the largest dam in Germany (measured by the height above the deepest foundation), but not measured by the visible height, because it was supposed to have a very high air-side embankment.

Since the entire system would not have had any noteworthy natural inflows, two filling lines were provided. Nevertheless, twelve months were estimated for the initial filling. Water from the old Hornberg basin  I could have been supplied to the upper basin Hornberg basin II via one line . Its water loss should be compensated by the river Wehra , which flows through the associated lower basin. Water could have been supplied to the new Hasel basin from the existing Eggberg basin via the second filling line . The loss of water was to be compensated by introducing Black Forest streams.

Approval process

In April 2010, the Freiburg regional council initiated the regional planning procedure for the Atdorf pumped storage plant. It was completed. The planning approval procedure had been running since June 2012 and disclosure was not expected before 2014. According to the company, construction costs of more than 700 million euros were expected. 1.5 billion euros were also mentioned.

In March 2012, Schluchseewerk AG announced that, despite the exemption from the EEG surcharge , implementation of the project would not be economical under the current market conditions. The implementation of the project was delayed until the building decision was made in mid-2014, in anticipation of more favorable framework conditions.

In September 2013 Stuttgarter Zeitung and Badische Zeitung reported that Schluchseewerk shareholder RWE would no longer deal with the project under the current economic framework. However, the Ministry of the Environment assumed that the plan approval procedure would continue. At the beginning of November, however, the Badische Zeitung reported that EnBW would like to continue the planning approval procedure single-handedly in order to have the option of realization as soon as it is economically feasible. At the end of November, Schluchseewerk announced that it would submit the last outstanding documents to the district office in 2013 in order to advance the plan approval process. The last application documents were received by the Waldshut District Office at the end of 2014. When the planning documents were disclosed between April 14, 2016 and May 30, 2016, 124 folders, 1,400 plans and around 19,000 pages of text could be viewed in the affected communities. The public discussion took place in January 2017.

Opposition

The district association of Bündnis 90 / Die Grünen (Green District Waldshut) had spoken out against the pumped storage plant. The Baden-Württemberg Environment Minister Franz Untersteller , also Alliance 90 / The Greens, on the other hand, supported the project, since storage capacity would have to be built up for the energy transition. After the end of the project, the BUND was pleased that, in the opinion of the organization, the power plant would have destroyed the habitat of many rare animals and plants and damaged the area in particular by interfering with the water balance.

Alternatives

An alternative location , besides the Schluchseer Habsberg , would have been the Ahaberg between Fischbachertal and Bundesstraße 500 . The Federation for Environment and Nature Conservation Germany (BUND) favored the Ahaberg at Aha .
