Historical background

At the beginning of 1853, an independent interpretation and implementation of the liturgy began in France . In essence, there had been a dispute over provincial councils and synods , over the rights and duties of writers, over a reorganization of the liturgy and the judiciary by bishops. In order to calm this public discussion, the encyclical Inter multiplices was published.

For the unity of the spirit

First of all, Pope Pius IX praises. the traditional position of France in the Catholic Church and highlights the nation of France as a loyal member of the Catholic Church. He referred to unity and exhorted French bishops to uphold Catholic truth and to obediently follow the teachings of the Church.

About the work in the dioceses

The Pope declares that the task of the local bishops is to exercise special care and to observe the Christian faith. He compares the bishops as "ministers" and calls on them to use their divine power to put an end to the provincial synods and councils. In the dioceses, the inheritance of the faith must be preserved, pure teaching, divine worship and the discipline of the local clergy must be preserved.

Exhortation

In an exhortation, the Pope continues to call on the bishops of France to admonish and warn men who, through their writings and speeches, try to disturb the peace of the Church. In the event of non-compliance, they should be expelled from the clergy . This is to be done so that Catholic doctrine may be defended and the disobedient may be educated in the spirit of the liturgy.

Appeal to the bishops

As heirs to Christ, the bishops are called to be peacemakers in the peace of Christ. Differences of opinion should be resolved in love and mutual understanding. If necessary, spiritual and divine authority must also be employed as shepherd and guardian of the flock.
