Nullis certe verbis

Nullis certe verbis is another encyclical written by Pope Pius IX. on the Papal States, on January 19, 1860, he again addressed his confreres and declared the "necessity for civic sovereignty ". Referring to his encyclical Quinuper of June 18, 1859, he expressed his joy and praise, he thanked for the loyalty and willingness shown and described this as an admirable loyalty . Likewise, Pius IX thanked him. for the contributions in kind and letters with which the blasphemous attacks on the bourgeois power of the Roman Church were criticized.

He then responded to the reply from the French Emperor Napoleon III. one which he sent to the Holy See on the basis of the papal request for help . On the Napoleon III. The proposal that the Papal State should waive all territorial and sovereign claims could not be accepted at all. Because then, he said, one would also give up civic sovereignty.
