After the October Revolution , he headed the metal distribution department in the local Sownarchos (National Economic Council) in Novorossiysk . 1921–1925, Popov worked as a group leader in the North Caucasus department of the Geological Committee of the USSR . In 1923 he went to Krasnodar and taught mineralogy at the Kuban Institute for Education there (until 1931). In 1926 he became a lecturer and in 1928 a professor .

1932–1936 Popov headed the engineering geology bureau of the hydroelectro project in Moscow . 1933-1939 he headed the Laboratory of Engineering Geology of Spezgeo - Trusts . During this time he was an employee of Fyodor Petrovich Savarensky .

In addition, Popow taught from 1933 as a professor at the Faculty of Geology and Soil Science at Moscow University (MGU) (until 1947). From 1934 he founded and then headed the chair of engineering geology at the Moscow Institute of Civil Engineering (until 1945). In 1937 he received his doctorate on the basis of his published scientific work as a candidate in the geological-mineralogical sciences , after teaching as a professor for 10 years. He then wrote a doctoral dissertation on some principles of geological engineering, which he defended just before the start of the German-Soviet War for a doctorate in geological-mineralogical sciences in 1941. After the outbreak of the war, he and the other teachers at the Institute for Construction were evacuated to Novosibirsk with their families . In 1943 he became head of the cabinet for engineering geology in the WSEGINGEO (All Union Research Institute for Hydrogeology and Engineering Geology), whose deputy director for scientific work he was 1945-1952.

From 1954 Popov was professor of the Department of Soil Science and Engineering Geology of the geological faculty of the MGU and was also a senior scientific employee of the Savarensky Laboratory for Hydrogeological Problems of the Academy of Sciences of the USSR (AN-SSSR, from 1991 Russian Academy of Sciences (RAN)). During this time he worked closely with Yevgeny Mikhailovich Sergeyev . Georgi Sergejewitsch Solotarjow and Galina Andrejewna Golodkowskaja were among his students .
