The construction project is being built in the Saudi Arabian province of Jazan, near the border with Yemen in southern Saudi Arabia. This province borders the Red Sea and is strategically located on busy main shipping routes . The Jazan Economic City is about 60 kilometers northwest of the city of Jizan , which has a port that is important for the petroleum industry . In addition to the good connection to shipping routes, there are other strategically favorable factors of the place. There is already a strong presence of the oil industry there, and Saudi Aramco has been building a large refinery since 2005 , with a capacity of 40,000 barrels per day. Due to the rich raw material deposits in the area and the comparatively good conditions for agriculture, the region is expected to develop into one of the most important economic areas in Saudi Arabia.

planning

General course of planning

The Saudi Aramco logo

The planning for JEC began in 2009. The planning was driven by the Saudi Arabian oil company Saudi-Aramco , which according to Manager Magazin is the most financially strong company in the world, as it is involved in expanding the infrastructure there in favor of the oil trade and the Creation of good living conditions for workers in the region is interested. The project is supported and co-financed by King Abdullah ibn Abd-all-ziz and the Saudi Arabian General Investment Authority. Under the leadership of Kalid A. Al-Falih , then CEO of Saudi Aramco, an agreement was signed between Saudi Aramco and the Technical and Vocational Training Corporation (TVTC) in 2014 that provides for the establishment of the "Maharat". Maharat aims to contribute to the creation of a well-trained and qualified workforce for the future companies in JEC. Al-Falih described this cooperation as "an innovative, strategic partnership". In the medium term, this partnership is to prepare and select 5,000 people from the Jizan region for a career, mainly in the refinery. In the long term, around 75,000 jobs are to be awarded this way.

In February 2015, the Jazan Economic Forum met in Jazan City. This forum is made up of 500 leading business leaders and dignitaries from Saudi Arabia and the rest of the world. This forum aims to determine, explain and market the investment opportunities and economic opportunities of JEC . Al-Flalih gave the opening speech at the meeting and took the opportunity to emphasize "the key role played by Saudi Aramco in the development of Jazan".

Al Fahli was replaced by Amin Nasser as CEO of Saudi Aramco in 2015. As a result, Nasser took on important roles in the implementation of JEC. For example, he traveled to the JEC construction site accompanied by several other Saudi Aramco managers and met workers there. After Nasser was informed about the current progress, he emphasized the "enormous importance of the project for the region".

JEC is to be completed in 2032, around 25 years after the first ideas for creating an economic center. A total of more than 25 billion euros is to be invested in the project.

Participating companies and institutions

The following companies and institutions are mainly involved in the creation and financing of JEC:

aims

According to the list, the most populous cities in the country of Saudi Arabia are the capital Riyadh , Jeddah , Mecca and Medina .

The major JEC project has the following main objectives for the state of Saudi Arabia:

In addition, Saudi Arabia wants to strengthen its reputation as a country of “architectural superlatives” with large projects such as JEC and other comparable projects.

Infrastructure

Building the city

The city is divided into four parts that serve specific purposes:

Heavy industry

Several industries are represented in this part of the city. Above all, petrochemicals and blast furnaces are said to be located there. This neighborhood is in the south of the city.

Agriculture and other industries

The food , building materials , plastics and metal processing industries as well as pharmaceuticals and logistics are to be represented in this area.

Services and leisure

There will be extensive green spaces, many bodies of water and representative buildings. There is also a large sports field and a large mosque in this part of the city . Additional jobs will be created in the financial district and in other service companies.

Reside and live

JEC's social life takes place in the westernmost district directly on the Red Sea. Restaurants, a golf course and a marina are being built here. The residential buildings for future residents are also being built in this district. Due to the coastal location, this district is strongly characterized by water.

Infrastructure projects

In order to make Jazan Economic City an economically interesting and livable city, numerous infrastructure projects will be implemented by JEC until completion. These include:

  • Earthworks
  • Streets
  • Devices for the use of rainwater
  • Water channels
  • Wastewater recycling
  • Regulation of garbage collection and recycling
  • Construction of new port buildings
  • Construction of a sports arena
  • Creation of fountains, parks and public buildings
  • Construction of an international airport

Upon completion, the city should have one of the most modern systems for storing and recycling water.

Refinery in JEC

Saudi Aramco is building a state-of-the-art refinery in JEC with a capacity of 400,000 barrels per day. The refinery will have its own port terminal and will be supplied by a 4 gigawatt power plant and will therefore be independent of public electricity generation. For the construction of the refinery, the power station, the port terminal and the surrounding buildings, Maharat employed 5,000 people from the region for the construction and engineering work. In February 2017, construction of the refinery was around 70% complete.

Comparable projects

In Saudi Arabia

Jazan Economic City is not the first project of its kind in Saudi Arabia. The largest comparable project to date is King Abdullah Economic City . The city is laid out according to a similar pattern to JEC and is also located on the Red Sea. King Abdullah Economic City, like large parts of Saudi Arabia, is also shaped by the oil industry. Construction began in 2005 with the laying of the foundation stone by the Saudi Arabian king.

Worldwide

Cities designed on the drawing board are also being built in other countries around the world:
