Jean-Baptiste-Moïse Jollivet

Jean-Baptiste-Moïse Jollivet (also "Jolivet" , * 18th December 1753 in Turny , Yonne department , † 29. June 1818 in Melun ) was a high official of the public administration and French politicians .

biography

Jollivet was born the son of Charles Jollivet and his wife Marie Martin. After studying law , Jean-Baptiste-Moïse Jollivet became a lawyer in Melun in 1785 , and from 1786 to 1788 he was appointed notary in Nemours . He fought for the Révolution and was in 1790 the mayor of Grez-sur-Loing appointed from June to 30 September of the following year, a member of the Board of the department of Seine-et-Marne .

On September 1, 1791, he was elected together with ten other citizens with 212 of 344 votes as a member of the Legislative National Assembly for this department. He condemned the Tuileries storm during the uprising of August 10, 1792 in Paris and the actions of the Jacobins , but was able to avoid imprisonment despite this attitude.

On October 5, 1793 he was adjunct of the Commission des poids et mesures in Paris and on October 16, 1794 employee of the real estate cadastre . Jollivet took part in the discussions on paper size requirements and presented the choice of standard sizes to the National Assembly on August 21, 1792. The format “grand registre” or “large register” corresponds to our A-series format A2, “moyen paper” or “medium-sized paper” corresponds to A3; In the B series “grand paper” or “large paper”, “petit paper” or “small paper” and “half sheet” correspond to the formats B3, B4 and B5.

By abolishing a large part of the indirect taxes levied so far and raising new taxes ( property tax on land and buildings, taxes on people and movable property, and taxes on business and trade income), a reorganization of the tax system based on the reform work of the Constituent Assembly should be brought about. Since there was no official apparatus and no data collection as a basis for collecting these taxes, they could not be collected at short notice. This made it necessary to initiate a major project to create a standardized land register.

Jollivet became a member of the Special Committee on Finance of the National Convention on March 9, 1795 , Conservator General of Mortgages on July 19, 1795 and a member of the Special Committee of Traders of the Republic convened by the Minister of Finance on the 22nd Frimaire of the year V.

During the coup d'état on 18th Brumaire VIII , he fought on the winning side and became a member of the Conseil d'État on December 25, 1799 . In the Legislative Body (Corps législatif (Consulat et Premier Empire)) Jollivet introduced several important pieces of legislation, including the requirements relating to mortgages, privileges and expropriations in the first drafts of a civil code .

On the sansculottids of the year VIII, October 22nd, 1800, he was appointed Prefect of the Département du Mont-Tonnerre (Donnersberg), based in Mayence ( Mainz ). During his tenure he had to deal with the organization of the four new departments on the Rhine ( Roer , Saar , Rhine and Mosel and Mont-Tonnerre).

On December 20, 1801, he was confirmed in his office as Council of State. Jollivet was made a Knight of the Legion of Honor, later commander. In 1807 he became Minister of Finance in the Kingdom of Westphalia and on August 2, 1808 with the title "comte de l'Empire".

On July 5, 1814, he was appointed honorary councilor. In March 1815, during the restoration of the Bourbon monarchy in Turny , he retired and finally returned to private life. He died in Paris on June 29, 1818.
