For the elections to Shugiin, the lower house, on April 10, 1946 which was Liberal Party of Japan of Hatoyama Ichiro emerged as the strongest party. However, this could not fulfill his mandate given by the Tennō to form the government as prime minister because of the ban on office of the occupation authorities ( SCAP ) imposed in April 1946 . At Hatoyama's request, Yoshida Shigeru took over the party leadership and the formation of a government. Yoshida was entrusted by the Tennō on May 16, 1946 with the formation of a government and formed a coalition with the "Progressive Party of Japan" ( Nihon Shinpotō ).
